EXCERPT FROM - DAILY LOG - 18 September 1970
1. Executive Council, chaired by Mr. Proctor, met, but there was
little business to transact. Our senior personnel are very busy
responding to the demands placed upon them by world events, in
particular, Soviet submarine activity off Cuba, the Middle East
situation, and Vietnam. SALT talks will resume in Helsinki on
2 November. civilians are among the hostages held by
25X1A the Arabs. I reported on state of sales of DR's and passed
copies of letters received from Ambassador Armin and Dick Saxer.
There will be no EXCIL meeting next Tuesday; the next Friday
meeting will include a review of Research in Progress.

1. The DDI EXCIL Meeting was chaired by
a. The main topic of discussion was the Agency travel ban
imposed late yesterday. was happy to report
that cooler heads prevailed this morning and that the
DDS overreaction yesterday was modified considerably
25X1A at this morning's Director's meeting. The way things
now stand, each case of official foreign or overseas
travel must be scrutinized by the Deputy Director
concerned. The risk must not be greater than the
necessity of the travel. Domestic U.S. and Far East
travel are considered relatively safe. Private
continental U.S. air travel is unaffected. Private
foreign travel must be discussed with the employee's
supervisor. However in the case of private foreign
travel if the individual holds special clearances or
has access to highly sensitive material, the decision
must be referred to the Deputy Director. I raised the

1. The DDI Executive Council Meeting was chaired by Mr. Smith:
25X1A a. Ray Cline, Director, INR Statc, has expressed to Mr. Helms his concern
over slippage in the - schedule.
b. There are a great number of meetings going on at high levels on the
Middle East situation and the airplane hijackings. There is also much
activity in the intelligence community over the Allende victory in Chile.

Excerpt from Acting Director, Daily Log, 1 September 1970
1. The DDI Executive Council Meeting was chaired by Mr. Proctor:
a. The Middle East situation is in center stage of intelligence interest
at the moment. The President has summoned many of his top military,
diplomatic, and intelligence advisors to San Clemente, including Mr. Helms
and General Cushman.
b. Mr. Helms will address the Annual Awards ceremony on 18 September when
token representatives from each office will receive 10, 15, and 20 year
certificates. He will then entertain questions. Mr. Proctor therefore
suggested each office review its list of people already selected to attend
25X1A to make sure there are no "soreheads" or disaffected employees.

c. Col. White announced an interesting development on the FY 72 budget.
Mr. Weinberger, the Director of the Office of Management and Budget, has

the Agency must identify those items totaling it would delete
if it were forced to take a cut and in priority order. This is
25X1A interpreted to mean that with a little luck, the Agency may salvage

a Blue Ribbon panel to consider the findings and recommendations of the

the only DDI candidate for the Harvard Advanced Management course

College and Second Alternate for the Army War College.
