1. Allen reported on the EXCIL meeting; and on other
subjects he:
- Reminded everyone that travel projections should
be submitted to Admin.
25X1A
25X1A
- Observed that apparently we had a violation of
25X1A cryptographic security in a recent - Admin
message referring to a cable by number and
subject. The only permissible reference, in
such cases, is to the date of the cable in
question. "Via other channels" also is a
verboten term in open messages.
25X1A
25X1A
- Explained the background and rationale for TCN
travel agreements allowing three months' pay to
personnel terminated early in their employment.
25X1A General Counsel some years ago recommended that
the _ travel agreement be phrased so as to
permit this payment. Among other things, it acts
as built-in protection against disaffected
employees who must, for example, be released for
security reasons. The authority to make such
payments rarely has been used, however, and the
question is largely theoretical.
2. - said we had been reminded by that
Equal Employment Opportunity matters are not appropriate
subjects in Fitness Reports.
3. On private foreign travel: to speed up approvals,
proposed travel (private) itinerary should be outlined on an
25X1 A
25X1A Outside Activity Approval Request and forwarded to
Security Officer, who will pass it forward to Security via
the Director's Office. No separate memo is needed. If there
25X1A are questions on this procedure, contact - (Ext. 2349).
