Shelton, Department of Labor 25X1A9a Mr- CIA, Executive Secretary REMARKS BY THE CHAIRMAN: 25X1 A9a spoke briefly on the history of the Subcommittee's activities, noting that the nature of the intelligence problems in the fields of population and manpower bas changed significantly since the Subcommittee was created, and that except for annual meetings the Subcommittee has been inactive for a number of years. Pursuant to a general review of its subcommittee structure, the EIC has requested the Subcommittee on Population and Manpower to consider formally the desirability of its continuation. Related to this question is the matter of continuing the Subcommittee's annual publication, Population of the Communist Countries, Selected Years, 1938-x. In connection with this, CIA's Deputy Director for Intelligence, as part of a general review of publications of the Directorate, has requested the BIC to consider turning over to the Bureau of the Census the task of publishing the population estimates. The Chairman then set forth several alternative proposals for disposing of the Subcommittee's affairs, including disposition of its annual publication. Discussion Mr. Matusek stated that State did not object to the abolition of the Subcommittee provided that a satisfactory way could be found to continue issuance of the Agreed Basic Statistics on population of Communist countries. He expressed the strong conviction that the Excluded tram automatle downgrading and declassification nrT Approved For Release 2000/09/01 : CIA-RDP82-00283R000200210081-4 Approved For RgJease 20%FYM IA-RDP82-6&83R000200210081-4 Subcommittee's agreement to the population estimates and projections, especially those for the Asian Communist countries, has encouraged the use of a'aingle set of data in public statements by officials of the various Government agencies. The Department of Commerce representative raised no objection to disbanding the Subcommittee and addressed his remarks primarily to the question of how to continue publication of the Agreed Basic Statistics. He stated that the Bureau of the Census would not be willing to publish these statistics in the present form under its imprimatur. He suggested as an alternative, however, that a footnote be added to the so-called Population Wall Chart now disseminated annually by CIA to the effect that the estimates and projections had been agreed to by interested agencies of the Government. With this modification, the Wall Chart could serve the same purposes as the Subcommittee's annual publication. The Department of Labor representative also raised no objection to abolition of the Subcommittee, but suggested that, should the Subcommittee's affairs be turned over to the EIC Subcommittee on General Economic Analysis, present members of the Subcommittee on Population and Manpower be invited to participate in any discussions of population and manpower matters. He asked also that he be placed on the distribution list for all CIA publications relating to manpower problems, and was assured by the Chairman that such action would be taken. DISPOSITION: The members of the Subcommittee agreed unanimously* to the following proposals, which are to be presented by the Chairman to the EIC for action: 1. That the Subcommittee be abolished. 2. That any ad hoc matters that may come up in the field of population and manpower be referred to the Subcommittee on General Economic Analysis. Representatives of the Departments of Commerce and. Labor should be invited to participate in any such discussions by this Subcommittee. * Mr. Donald E. V. Henderson, the Department of Defence representative on the Subcommittee, was unable to attend the meeting. He informed the Executive Secretary that he would concur in the decisions of the other members of the Subcommittee. In its stead, the Bureau of the Census is to prepare a Population Wall Chart annually and submit it informally for review by interested Government agencies. CIA will continue to publish and disseminate the Chart. The following note is to be added to the Chart: "These figures have been agreed to by interested agencies of the Government as representing accurate estimates for past dates and reasonable projections for future dates. They have been constructed by the Bureau of the Census, U.B.
