CIA, Executive Secretary 25X1A9A INTRODUCTION AND ANNOUNCEMENT: welcomed Dr. Slater, recently designated Department of the Interior representative to the EIC, who was attending his first meeting. The Chairman announced that the summary report on "The International Trade and Transport of Communist China, 1965," (EIC-R16-S7) is under preparation by the EIC Subcommittees on International Trade and Finance and on Transportation. This report will. be ready for EIC review during November. APPROVAL OF MINUTES: The minutes of the EIC meeting of 12 September 1966 (EIC-M.-116) were approved. Approved For Release 2003/08/081 (~1C.IRW L l 0283RD GROUP 1 I Excluded from automatic 02OO4t4eO08s. declassification Approved For Relea2003/08/08 :~Qe-00283ROOO~OQ140008-3 EIC-M-117 3 October 1966 SURVEY OF PROFESSIONAL PERSONNEL DIRECTLY ENGAGED IN RESEARCH AND ANALYSIS IN SUPPORT OF THE PRODUCTION OF ECONOMIC INTELLIGENCE: The Chairman noted that the undertaking of the survey was approved in principle by USIB members of the EIC at the 12 September meeting. The Department of Defense representatives suggested a further breakdown under the subject "Military Economics." Discussion followed on the revised Instructions to be used in the preparation of the survey. It was agreed that the survey would reflect the situation as of 30 September 1966 rather than 30 June 1966. In view of the narrow definition of "economic intelligence" for the purpose of this survey, the Chairman plans to meet with members concerned to discuss the type of work they do to help in the determination of what properly should be included in their reporting of professional manpower. Those modifications and changes agreed to at the meeting will be incorporated in a revised Instruction Sheet and circulated to members for concurrence. SUBCOMMITTEE ON PETROLEUM: The Chairman recalled that it had been the consensus of members that the subcommittee be continued for another year and that the Committee should provide appropriate guidance. A draft memorandum setting forth guidelines for the subcommittee's operation was circulated. Discussion followed and. the guidelines were approved for forwarding to the Subcommittee Chairman.
