In most cases there has been substantial agreement on agricultural production statistics of Communist countries. Specialists from State, A~ricultur.e, and CIA regularly discuss the effects of weather on crop production in the Communist countries. During the first half of FY 1966 the subcommittee reviewed, by interim action,, and commented favorably on a proposed CIA-sponsored external research project, "Cuban Sugar Production in 1970. " "4 In spite of the lack of activity on a formal basis, close and frequent interagency collaboration on an informal basis on matters of mutual interest has proved to be highly effective. The process of preparing and coordinating the most recent issue of the series, "Military Consumption of Petroleum Products, Communist Countries, 1962-63." the major contribution to the community in recent years, involved directly DIA. With the exception of one or two elements, the "Agreed Basic Statistics" have reflected only estimates by CIA. The community has not called on the subcommittee to provide coordinated jointly-produced estimates. Because ;there has been no call on the subcommittee from external consumers and because of limited interest by all member agencies in the current problems of a particular few member agencies, there is some doubt as to the current utility of the subcommittee. Research on Communist countries being conducted by the Foreign Demo- graphic Analysis Division, Bureau of the Census, is reviewed and coordi- nated through the subcommittee, both formally and informally, on a continuing basis, Publications; Agreed population estimates, "Population of the Communist Countries, Selected Years, 1938-80, " April 1965 (EIC-SR-5 series, published annually). Evaluation of the Role of the Subcommittee The subcommittee believes that its activities provide a useful means for coordinating the research on population and manpower within the intelligence community and for eliminating duplication of effort. The sub- committee also serves a useful function in acquainting its members and their agencies with research problems, techniques, and findings on problems of mutual concern. Evaluation of the Role of the Subcommittee The subcommittee serves a useful function in its ability to evaluate proposals for external economic research contracts on an ad hoc basis.
