and discussion on a current basis of intelligence activities of its member agencies,
Of particular importance is the opportunity to exchange and evaluate current intel-

intelligence needs and intelligence research on Sino-Soviet Bloc trade.

system has been continued.
Publications-. At the request of the EIC, CIA has published, after pre-pub-
lication review and comment by the Departments of State and Commerce,
two studies on Trends in Soviet Foreign Trade. In December it is planned
to publish an Annex updating the details of commodity trade for 19640
During the first half of FY 1966, the subcommittee coordinated the trade
section of EIC-R16-S6, "International Trade and Transport of Communist
China, 1964" (published annually).
Evaluation of the Role of the Subcommittee
Because of the open channels of communication that have been established
in past years, an effective and harmonious system exists for coordinating
intelligence on matters of mutual interest. These channels are used as needed
with resulting benefits to all participating agencies.
In trying to assess the particular sorts of activity which the subcommittee
could most usefully undertake in the future, one member has raised the
possibility of holding, under subcommittee auspices, irregular informal
discussions of selected substantive questions among specialists from the
participating agencies.

all-source level.
Meetgs: Held monthly

The subcommittee promoted the discussion and evaluation of factors
bearing on major intelligence problems. There was a significant increase
in the value of and impact on discussions because of the inclusion of all-
source material -- one of the important results has been the impact on
national estimates. The subcommittee concrens itself routinely with
Priority National Intelligence Objectives since meeting discussions normally
bear on relevant PNIOs. Members are provided a copy of the quarterly
revisions. Comment and review of substantive papers. Several specialists
in the marine field spoke on subjects of special interest bring to the subcom-
mittees attention Western or US practice in fields that may be applicable to
key intelligence problems. Participation in ABC Shipbuilding Conferences
and observers at the Naval Intelligence Conferences.
Evaluation of the Role of the Subcommittee
The subcommittee?s role has become increasingly important because of
the opportunity to discuss all-source intelligence thereby providing a
mechansim for discussion of a broad spectrum of shipbuilding and related
intelligence. It is planned that the current program will be continued.

SUBCOMMITTEE ON TRANSPORTATION
Chairman'.
Executive Secretary-,
DIA
CIA 25X1A9a
Agencies R presented, State Navy AID
DIA NSA Commerce
Army CIA
Meetings,, Last meeting,, October 1963
Activities dur.in FY 1965
No formal meetings were held. During the first half of FY 1966, the
subcommittee coordinated the transport section of EIC-R16-S6. "International
Trade and Transport of Communist China. 1964" (published annually).
Evaluation of the Role of the Subcommittee
In response to the need for interagency review, a highly satisfactory
working level liaison and coordination function was maintained by informal
contacts, particularly between the Departments of State and Defense, the
National Security Agency,, and the CIA, dictated by the high priority tasks
imposed on the transportation intelligence community, particularly those
associated with the war in South Vietnam. As the pressure of higher priority
requirements abates, the subcommittee hopes to make further progress with
the program outlined in its Terms of Refere.ice,
