The Chairman welcomed Colonel Wooten, Department of the Air Force
alternate representative, who was attending his first EIC meeting.
The Chairman noted that Mr. Crawford, Department of State represen-
tative was leaving shortly for a new assignment. The Chairman expressed
his appreciation to Mr. Crawford for his continuous substantial contri-
butions to the operation of the EIC. Mr. Crawford responded that he had
enjoyed working with the members of the Committee and his association
with the officers of the EIC and its secretariat. The Chairman and members
wished Mr. Crawford well in his new assignment.

Chief, Analysis Division, ORR, as Chairman of the
EIC Subcommittee on General Economic Analysis vice
and this nomination is considered approved as of 15 April 1966. 25X1A9a
The Chairman of the Working Group on Aid and Trade Activities has
been requested to undertake a revision of its Terms of Reference and to
report back to the EIC/S within six weeks.
The Chairman of the EIC Subcommittee on Population and Manpower
has been formally notified that, by action of the EIC on 30 March 1966,
the subcommittee was abolished and the Committee has accepted other
recommendations concerning future ad hoc matters requiring EIC action
and continued publication of the Population Wall Chart.
The Chairman recalled that at the 30 March meeting the Committee
had noted the report of the Subcommittee and that the members had now
concurred in the proposal for the weekly exchange of project listings in
the field of agriculture. This exchange will be primarily between the
USDA and the CIA and the Subcommittee will provide a central point
where projects underway are known and can be made available for the
information and use of any members of the EIC.
The Chairman stated the Subcommittee had requested that its member-
ship be expanded to include an expert on fishing from the Department of
the Interior. Discussion followed and it was the consensus of members
that participation by the Department of the Interior would be mutually
beneficial. The Chairman will extend an invitation to the Department of the
Interior to participate in the activities of this Subcommittee.

APPROVAL OF MINUTES:
The minutes of the EIC meeting of 30 March 1966 (EIC-M-114) were
approved.
DISCUSSION OF EIC SUBCOMMITTEE ON PETROLEUM:
The Chairman recalled that Subcommittee representatives from the
Departments of State, the Navy, and the Interior, NSA, the Defense
Supply Agency, and AID had voted for continuation and that the CIA
member following along with the Chairman from the DIA, had voted for
the abolition of the Subcommittee.
The Chairman suggested that the Subcommittee be continued for one
year under a revised terms of reference to include an exchange of infor-
mation and discussion of developments in the field of petroleum with a
flexible membership in the sense that member agencies would be invited
to send their operating experts to participate in discussions with the
regular members. In this connection, the Chairman requested members
to examine their individual membership to see that they had the proper
representation on the Subcommittee. The Chairman stated he would
contact the Department of the Interior with regard to future representation.
Discussion followed and it was the consensus of members that the
Subcommittee should be continued for one year and that the Committee
should provide appropriate guidance. Members were requested to submit
to the Chairman, within two weeks, any comments or suggestions for
additional membership or specific suggestions on the future role and
operation of the Subcommittee. The Chairman will then circulate, for
members approval, a draft memorandum for the Chairman of the Sub-
committee setting forth guidelines under which the EIC desires to have
the Subcommittee operate for one year to determine if there is a role the
Subcommittee can perform in the EIC structure.
DISPOSITION OF DEPARTMENT OF STATE PROPOSAL FOR ESTABLISH-
MENT OF SUBCOMMITTEE ON ECONOMIC POLICY IN COMMUNIST
COUNTRIES:
The Chairman reported that the Department of State representative
had concurred in the proposed method of incorporating the responsibility
for his suggestion with respect to current developments in economic policy

in Communist countries into an extension of activities of the EIC Sub-
committee on General Economic Analysis. The Chairman reviewed a
draft memorandum, which had been circulated to members prior to the
meeting, requesting the Subcommittee to expand its activities to include
a series of meetings on this subject on a trial basis for one year.
Members approved the memorandum to the Chairman, EIC Sub-
committee on General Economic Analysis. Members also agreed that
the Chairman, EIC, should extend an invitation to Mr. Rubin, Depart-
ment of Commerce, and Mr. Paul Gekker, Federal Reserve Board, to
participate in the activities of this Subcommittee.
TERMS OF REFERENCE OF THE ECONOMIC INTELLIGENCE COMMITTEE:
The Chairman called attention to the comparative analysis of selected
USIB Subcommittees (SIC, GMAIC, and JAEIC) and the Notes on the Terms
of Reference of the EIC which had been circulated prior to the meeting.
Discussion and review of the allocation of responsibilities and the functions
of the EIC as contained in DCID 3/1 in comparison with other substantive
committees of USIB followed.
It was the consensus of members that, at this time, there is no need
to make any formal changes in the allocation of responsibilities or in the
charter of the EIC.
The Department of the Army representative noted that the SIC coordi-
nates the scientific and technical portions of the NIS Program and asked
if the EIC should become more active in this area in reviewing the eco-
nomic portions of the Program. The Chairman replied that the EIC may,
on occasion, examine allocations of responsibility and make recommen-
dations to the NIS Committee. The Chairman suggested the Army repre-
sentative submit his suggestions to the Chairman for Committee consid-
eration.
The Chairman expressed his appreciation to the membership for
their cooperation and the meeting was adjourned.
