representative to the EIC, who was attending his first meeting.
The Chairman announced that the Fifteenth Annual Report to the
USIB of the EIC was noted by the USIB on 6 September 1966.
Approval of Minutes:
The minutes of the EIC meeting of 22 April 1966 (EIC-M-115) were
approved.

Revised Terms of Reference for EIC Working Group on Aid and Trade
Activities of Communist Countries in Less Developed Areas of the
Free World:
The Chairman reported that the Working Group, as requested by
the EIC, had prepared a revised Terms of Reference which had been
circulated to members for review prior to the meeting.
Discussion centered mainly on the views of members on the inclusion
of specific allocations of primary responsibility for contributing materials
on economic and military activities. It was the consensus of members
that the language should be consistent with that of NSCID 3 and DCID 3/1.
The Committee approved the Terms of Reference for issuance.
Copies will be made available to members and those associate members
of the EIC participating in the Working Group activities.
Proposed Survey of Professional Personnel Directly Engaged in Research
and Analysis in Support of the Production of Economic Intelligenc-e:
The Chairman reported that during recent briefings of General
Maxwell. Taylor, as a member of the President's Foreign Intelligence
Advisory Board (PFIAB), and later the PFIAB as a whole, on the pro-
duction and coordination of economic intelligence, specific interest was
expressed in the updating of the professional personnel survey published
in 1958.
The Chairman reported that, under DCID 3/1, the EIC is charged
with periodically reviewing the resources devoted to the production of
foreign economic intelligence in the community and reporting to the
USIB in terms of the adequacy or inadequacy of these resources and
making recommendations concerning improvements as may require
USIB action.
Members approved in principle undertaking a revised survey.
Discussion followed on the acceptability of definitions, forms, and
instructions for conducting the survey. The only question remaining
is whether the Department of Defense representatives desire a further
breakdown under the subject "Military Economics. 19

The EIC Secretariat was instructed to circulate revised material to
EIC representatives of the USI.B agencies and key associate members of
the EIC for discussion at a meeting tentatively scheduled for Monday,
3 October 1966.
