After attending several meetings regarding the proposed establishment of a Clandestine Reconnaissance and Targeting Capability in Southeast Asia, and after numerous discussions with people baling ideas on the subject, a few observations can now be made which could hem some import in high-level decision making. 25X1A 2. In working paper (see Attachment, p.2, para. 4) the implication is clear that the assets for the proposed Target Center shall have a long range utility for the Agency. The discussions to date for the proposed Target Center have been in terms of a move or less permanent installation to be constructed A real problem in this 25X1 A approach exists in the area of to lab paoeessingfpirintfrii/duplica,tang. If a future contingency called for timely redeployment of the Target Center assets the aircraft and personnel (including Pis) could readily m"ve; the photo lab facilities could not likewise be available for redeployment. 3. Consideration might profitably be given to the use of photo processing vans in support of an Agency reconnaissance and targeting capability. The military has used this technique with a meas of success and its advantages in terms of overseas deployment are undeniably considerable. 25X1A if I and/or DAB' envisions a to stay (3 to 5 years) the 25X1A construction of a permanent installation (inclu n8 photo lab facilities) is probably the best approach to the im diatte problem. However, the DCI might want to consider the "trailer" concept as it applies to Ito processing in any plans to develop a recce/targeting capability. The PIe with their fly-away kits are highly mobile and can be housed in a tent if need be; mobility and timely deployment for the photo lab portion of any proposed capability is entirely a different story.
