It would be appreciated if the following information could
be circulated among the officers of the various divisions in your
office:
To maintain, security of information and to prevent the wide
dissemination of the sources of information from certain other
agencies of the Ooornment, it has been a standard practice in
the Department to refer to the FBI as "a confidential source
within the Government" when referring to it in instructions,
telegrams and airgrams to the field. Now that CIG has been or-
ganized and is furnishing an increasing amount of information,
it is believed necessary that a phrase be adopted as a cover for
that agency. The term "agency , of. the Government has been de-
cided upon and should be so 'referred to in corumunications to
the field. In-T19 e case of information from War or Navy, +, he term
"another agency of the Government" may be used.
The officers of the various divisions of the Department
should be made cognizant of the adoption of these terms so
that clearance of communications containing information from
these sources may be facilitated.
