1. I strongly recommend that full consideration be given
to the nomination of Mr. for attendance at
the Advanced Management Course at Harvard University. Mr.
has demonstrated fine leadership qualities, is thor-
oughly competent in directing and administrating research, and
has definite executive potential. I am particularly impressed
by his sincerity, industry, and intellectual integrity. Career-
wise, Mr. would profit greatly from this opportunity of
broadening somew his area of interests and understanding, and
would thereby make himself more adaptable to future service in
the Agency.
2. Since March, 1953, Mr. - has conducted in a
superior manner executive responsibilities as Chief, Geographic
Research, at a recommended GS-16 level.
