EXAMINATION
. is designed primarily as an avenue
through which young people with
promise may enter the Federal service.
If you have a college education or
equivalent experience, this examination
offers many opportunities. Those of
you who qualify will be considered for a
wide variety of career fields in various
Federal agencies and geographical lo-
cations. Over 200 kinds of positions
are filled through this one examination.
It is, in effect, one application to many
employers at the same time. Federal
establishments make several thousand
appointments each year from this one
examination to career positions located
in Washington, D.C., and throughout
the United States. A limited number
of overseas positions are also filled
from this examination. The Federal
service offers excellent opportunity for
advancement through its Merit Promo-
tion Program if you demonstrate poten-
tial capability for high-level responsi-
bility and leadership.

THE GENERAL
PART OF THE
EXAMINATION
For Grade GS-5 ($5,331 a year) :
. . . you must pass a written test or

meet the requirements stated in the
following section entitled Special Pro-
visions for Some College Students and
Graduates and, in addition-
You must (1) have completed, or
expect to complete within 9 months, a
4-year course leading to a bachelor's
degree in an accredited college or uni-
versity; or (2) have 3 years of experi-
ence (including at least 1 year at the
GS-4 level or its equivalent) in admin-
istrative, professional, investigative or
other responsible work which has pre-
pared you to enter into the positions
for which this examination is appro-
priate (experience in the trades and
crafts, or in sales work, laboratory test-
ing, drafting, operation of machines, or
routine clerical work is not qualifying) ;
or (3) have any equivalent combina-
tion of the above education and expe-
rience. In combining education and
experience, an academic year of study
(30 semester hours or 45 quarter
hours) will be considered equivalent to
9 months of experience.
For Grade GS-7 ($6,451 a year) :
... you must pass the written test and,
in addition-
If you meet the education or experi-
ence requirements for grade GS-5, you
will be rated for grade GS-7 provided
you (1) have completed, or expect to
complete within 9 months, 1 full year
of study at the graduate level leading
toward or acceptable for a master's de-
gree at an accredited college or univer-
sity; or (2) have 1 additional year of
experience at the GS-5 level or its
equivalent and of the type required
above for grade GS-5; or (3) have any
combination of graduate study and
GS-5 level experience totaling 1 year;
or (4) have completed, or expect to
complete within 9 months, at least 6
full years of resident college work
which meets the full requirements for
an LL.B. or higher degree from a rec-
ognized law school. If you attain final
eligibility as a management intern, you
will also be rated eligible in the general
part of the examination at GS-7.
SPECIAL PROVISIONS
FOR SOME
COLLEGE
STUDENTS
AND GRADUATES
For Grade GS-5:
. . . As a new experimental program
designed to permit employment of out-
standing college graduates, you can be
rated eligible for grade GS-5 without
taking the written test if you have an
outstanding academic record as defined
below:
(1) you have completed all the re-
quirements for a bachelor's degree
within the last 2 years (or will com-
plete such requirements in the next 9
months) ;
and
(2) you meet one of the following
criteria of outstanding scholarship:
(a) have a 3.5 average in all under-
graduate courses; or
(b) rank in the upper 10 percent of
your class.
In order for the Commission to be
able to evaluate this experimental pro-
gram, if you are appointed under this
provision you will be required to take
the written test after appointment, un-
less you have already taken it under this
announcement, and your agency will be
required to provide to the Commission
regular and systematic evaluations of
your performance and job adjustment
during your first year of employment.
For Grade GS-7:
If you attain a sufficiently high
score in the general written test you can
be rated eligible for grade GS-7 pro-
vided:
(1) you have completed all the re-
quirements for a bachelor's degree
within the last 2 years (or will com-
plete such requirements in the next 9
months) ;
and
(2) you meet one of the following
criteria of superior scholarship:
(a) have a "B" average in all un-
dergraduate courses; or
(b) rank in the upper 25 percent of
your class ; or
(c) have been elected to member-
ship in one of the national honorary
scholastic societies (other than fresh-
man societies) which meet the mini-
mum requirements of the Association
of College Honor Societies ; or
(d) have attained a score of 600 or ~
better on a Graduate Record Examina
tion Area Test or Advanced Test. c:J
(NOTE.-A score on the Graduate
Record Examination Aptitude Test
is not acceptable for this purpose.)
MANAGEMENT
INTERNSHIPS
... are also offered, This examina-
tion is used to recruit people with po-
tential for special training as manage-
ment interns. The formal training
programs range from a few months to
18 months after the appointment.
Initial training is given individually, or
in a group situation. Training pro-
grams generally include agency orien-
tation, rotating assignments, study out-
side of regular working hours, special
projects, and individual counseling and
special assistance in planning career
development. The number of man-
agement internships available is lim-
ited, and only outstanding candidates
are rated eligible; therefore, competi-
tion for internships is keen. While
most management intern positions are
located in the Washington, D.C., met-
ropolitan area, there, are some oppor-
tunities available in other parts of the
country. There are no management
intern positions outside the country.

potential by passing the general written
test and an additional written test, qual-
ifying in a group interview, and being
highly recommended through qualifica-
tions inquiries sent to persons having a
direct knowledge of the education and
experience claimed and, in addition-

APPLICANTS
About the written test . . . The general
test is a test of verbal abilities and
quantitative reasoning. This test will
require about 21/2 hours. Candidates
for management intern will take an
additional test on administrative prob-
lems and public affairs; this test will
require an additional 13/4 hours. Sam-
ple questions will be sent to applicants.

For Grade GS-9 ($7,696 a year) :
You must meet the requirements for
grade GS-7 above, and, in addition
(1) have completed, or expect to com-
plete within 9 months, 1 full year of
study at the graduate level leading to-
ward or acceptable for a master's de-
gree at an accredited college or univer-
sity; or (2) have 1 additional year of
qualifying experience at a level of dif-
ficulty comparable to that of a position
at grade GS-7 in the Federal service; or
(3) have any combination of graduate
study and GS-7 level experience total-
ing 1 year; or (4) have completed or
expect to complete within 9 months at

Make your application card
To qualify in the management intern
examination, you must take both tests
on the same day, even though you have
previously qualified in the general
examination.
You will be notified when to re-
port . . . After your application card
has been received, you will be sent an
admission notice showing the exact
time and place to report for the written
test. This notice will be sent about a
week before the test date.
Provision for blind applicants . . .
Applicants who are blind should have
the word "Blind" entered after the
name of the city where they wish to
take the test, so that special arrange-
ments may be made to administer the
test to them.
Eligibilities from previous examina-
tion . . . The lists of eligibles from
this examination will supersede those
from last year's examination (An-
nouncement No. 369). If you passed
the previous examination and are still
interested in being considered for ap-
pointment, you must apply for this new
examination.
Basis of rating ... Ratings will be as-
signed on a scale of 100 based on the
written test score combined with an
evaluation of the education and expe-
rience record. As a qualified appli-
cant, you will receive consideration for
employment without regard to race,
religion, color, national origin, sex,
politics, or any other non-merit factor.

such as citizenship and physical abili-
ties required, see Pamphlet 4, Working
for the U.S.A., available at most places
where applications for Federal employ-
ment may be obtained.
Study in nonaccredited institutions ...
The successful completion of college
study in nonaccredited institutions will
be accepted on the same basis as for
accredited colleges provided that the
State university of the State in which
the institution is located accepts the
coures and gives advanced credit for
them. This evaluation must be ob.,
tained by the applicant. (In those
States where there is no State univer-
sity, the evaluation and acceptance of
college credit as made by the State
department of education will be
accepted.)
