This plan, and any research under this program, should be subject to peer review by neutral scientific experts. The Director of DIA is directed to prepare this research and peer review plan within existing program funds. RESPONSE: (S/NOFORN/SG/LIMDIS) The Defense Intelligence Agency has prepared a draft multiyear research and peer review plan that addresses the cost- effectiveness and performance criteria of Project STARGATE. The plan focuses on: (AMP). -- Identifying the underlying mechanisms of Anomalous Mental Phenomena -- Establishing the limits of operational usefulness of AMP. -- Determining the degree to which foreign activities in AMP represent a threat to national security. -- Developing countermeasures to neutralize this threat. -- Using research findings to improve operational activities. -- Developing data fusion criteria to integrate AMP results with other intelligence sources. (S/NOFORN) The Defense Intelligence Agency will convene a panel of scientists to review the major tenets of the program plan and provide recommendations on the research it achieves.
