(U) PURPOSE: To provide the Honorable Senator John Glenn with background information on how the STAR Gate project would benefit by its transfer to the Armed Forces Medical Intelligence Center (AFMIC) .facility at Fort Detrick, MD. 2. (U) POINTS OF MAJOR INTEREST: a. (S/NF/SG/LIMDIS) The transfer to AFMIC would benefit Project STAR GATE by allowing its analysts to be collocated with AFMIC scientists so that the project can receive administrative support and scientific oversight. Specifically it would-provide for: (1).The review of scientific methods used by the STAR GATE project by the AFMIC scientific staff. (2) The availability of AFMIC support staff for personnel, finance, programming, and publication issues. (3) The availability of human use review capability by a Reserve officer attorney assigned as a mobilization augmentee. This attorney will be able to provide an annual assessment of the compliance of STAR GATE project evaluations with relevant laws, executive orders, regulations and procedures regarding human use aspects of the project. (4) The sharing of common interests. in the broad aspects of life sciences. This synergism could result in new avenues of analysis on foreign neuroscience research, enhanced learning performance, pattern recognition and decision making, and unusual biophysical effects. (5) More secure working environment than the current STAR GATE facility can provide to store classified materials. (S/NF/SG/LIMDIS) A staff study, completed in December 92, recommended STAR GATE be transferred to AFMIC; however, the AFMIC building is oversubscribed and could not accommodate STAR GATE .personnel. A secondary facility was identified at Fort Detrick, but was determined to be unsuitable. In the interim we are continuing to look at other facilities and options since the current facilities at Fob Meade, MD, must be vacated by the Fall of 1993 . 3. (U) CONCLUSIONS: (S/NF/SG/LIMDIS) The transfer STAR GATE project to AFMIC would allow this unique project to establish a more firm scientific base and would enhance its capability to perform analysis of foreign programs utilizing anomalous phenomena. SECRET NOT RELEASABLE TO FOREIGN NATIONALS Approved For Release 200~Qa1A4 G1&~RDP96-007898003000100002-6 Approved For Release 2005/03/24: CIA-RDP96-007898003000100002-6 THE ARMED FORCES MEDICAL INTELLIGENCE CENTER (AFMIC) WORK AREA/BOILDING OPTION PROJECT: This paper addresses enlargement of the- Armed Forces Medical Intelligence Center (AFMIC) building. Funding ($4.6M) for 15,000 square feet of additional space and associated equipment are required to accommodate .the recent 70 percent growth in personnel and an expanded mission. BACKGROUND: AFMIC is a field production activity of the Defense Intelligence Agency responsible for assessing the foreign biological warfare threat, chemical warfare medical defense, medical biotechnology, and foreign military medical capabilities. AFMIC is a one-of-a-kind resource within DoD for several missions of growing importance. These include medical intelligence support to US military operations worldwide, assessing foreign environmental threats to US forces, support to biological warfare treaty monitoring, and technical input to biological warfare non- proliferation efforts. HISTORY: AFMIC has been housed at Fort Detrick, Frederick, Maryland in its two story, 25, 000 square feet building since August 1986. The building was designed for 54 people but now accommodates 93. Personnel growth has resulted from consolidations of defense intelligence functions and the transfer of analytical assets devoted to foreign biological warfare and biotechnology analysis. CURRENT SITUATION: Because of the overcrowding, analyst workstations have been located in the library, the computer center, and the publication office. The working environment is further degraded because the air conditioning system was not designed to handle the additional heat load. In FY94 and beyond, more space will be needed for additional communications and information processing hardware and a photointerpretation suite. Additional transfers of 10-20 personnel will occur to support assessment of worldwide epidemiologic and environmental threats as well as management of the foreign human factors program. AFMIC is seeking temporary office space elsewhere on Fort Detrick. This option does not look promising because the available facilities do not meet security and communications connectivity requirements. IMPACT IF NOT APPROVED: Unless the AFMIC building is enlarged, the intended efficiencies from consolidation of defense intelligence medical, biological warfare, and human factors related assets cannot be achieved at this facility. The usual US Army cycle for capital construction is not an acceptable alternative because the additional floor space would not be available for 5 to 7 years. Moreover, it is not feasible to locate analysts elsewhere. That would preclude the benefits gained from AFMIC's close proximity to the US Army Medical Research and Development Command which is also located at Fort Detrick.
