2. (S/CL-3/NOFORN) Reference a requested a review of several
general issues regarding INSCOM CENTER LANE Project ?(ICLP)
contract procedures. The Project Manager identified these
concerns after a review of existing contracts and technical
ciiscussions with a potential new contractor. This potential
contractor subsequently provided reference b, which outlines how
the contractor would provide support to ICLP. Their concept is
to perform a series of tests on an ICLP participant to determine
the participant's optimum potential. These tests are described
in section 3, reference b.
