QUESTION: Project GRILL FLAME is an Army and DIA jointly financed effort
to study novel intelligence collection techniques. The fiscal year 1982
justification material states that GRILL FLAME studies will help to identify
the capabilities and vulnerabilities associated with paranormal phenomenon
having military applications.
1. Can you provide a description of Project GRILL FLAME to include the
objectives of the project and exactly what paranormal phenomenon DIA and
the Army are studying?
ANSWER:
1. GRILL FLAME is a planned three year joint program which is in its
first year (FY81) between DIA and the Army to investigate in detail certain
paranormal phenomenon, such as, remote viewing and psychokinesis that have
potential military applications. Emphasis this year has been on evaluating
application potential and limitations of remote viewing ( the ability of
individuals to mentally collect data at a distance) phenomena and to evaluate
the significance of foreign work, particularly as it may pose a threat to the
United States.

2. Is CIA conducting similar studies? If so, what is the interface
between the GDIP and CIA efforts?
ANSWER:
2. Although CIA can best answer this question, DIA is not aware of any
present program at that agency. DIA, however, does maintain interface with
CIA by keeping them informed of progress in the GRILL FLAME effort.

ANSWER:
3. Currently, Project GRILL FLAME is conducted primarily through an
external assistance contract with Stanford Research Institute International.
However, the DIA does have a small related in house project to assess foreign
capabilities in parapsychology.

and DIA provided $300,000 for the joint effort.

Question 8: Project GRILL FLAME is an Army and DIA jointly financed effort
to study novel intelligence collection techniques. The fiscal year 1982
justification material states that GRILL FLAME studies will help to identify
the capabilities and vulnerabilities associated with paranormal phenomenon
having military applications. Isn't there an Army INSCOM funded study on-
going of paranormal phenomenon which is not part of GRILL FLAME? What is
the total funding of this separate effort?
-- INSCOM has an in-house GRILL FLAME program. It is an experimental
effort directed against real intelligence targets and problems. INSCOM's
efforts are coordinated closely with DIA under the provisions of a joint
GRILL FLAME memorandum of understanding (MOU) signed by the Deputy Director
of DIA and the Assistance Chief of Staff for Intelligence, Department of
the Army in March 1981. INSCOM's GRILL FLAME contracts are included in the
overall DIA contract with the Stanford Research Institute - International.
