SUBJECT: Filing Financial Statements
I have concluded that under HR all OGC staff per- 25X1A
sonnel and career agents, GS-15 and above, should file the annual
and quarterly financial statements specified by that regulation. Since
considerable independent judgment is required of our senior lawyers,
I am asking all GS-15's to file, notwithstanding that your duties
generally may involve little or no activities in procurement or con-
tracting. In accordance with the regulation, the initial statement should
be filed by 1 September 1966.
