Richard M. Helms, director of
the Central Intelligence Agency,
justified the existence of the CIA
twice during his talk, the first in
five years, before the American So-
ciety of I\Tev; spaper Editors.
The first came when he re-
vealed that informers within the
Soviet government confirmed what
U-2 photos had showed; installation
of Russian missiles in Cuba in 1962.
The second justification arrived
when he implied that the U.S. still
had secret ways of checking the So-
viet Union's good faith, particulary
in the current negotiations on stra-
tegic weapons.
