IDENTIFICATION OF A PROBABLE ABM LAUNCH COMPLEX IN
THE VERY EARLY STAGES OF CONSTRUCTION AT MOSCOW SAM
SITE E 21-1.

PROBABLE ABM LAUNCH COMPLEXES HAVE BEEN IDENTIFIED
AT 6 OTHER MOSCOW SAM SITES: E 03-1, E 05-1, E 15-1,
E 24-1, E 31-1, and E 33-1. SIMILAR ELECTRONICS
FACILITIES (TRIADS) HAVE BEEN OBSERVED AT INSTRU-
MENTATION SITES 2 AND 10, "SITE 13", AND LAUNCH
COMPLEX "B" AT THE SARY-SHAGAN ANTIMISSILE TEST
CENTER.
3. LOCATION: 45 NM SW OF MOSCOW, DIAGONALLY OPPOSED TO SAM SITE
E 03-1.

ACTIVITY PRESENTLY CONSISTS OF GRADING FOR A NEW ROAD EXTENDING SE FROM
THE LAUNCH AREA SERVICE ROAD. TWO CLEARINGS POSSIBLY FOR TRIAD CONSTRUCTION
ARE BARELY DISCERNIBLE ALONG THIS ROAD ON

THE ORIENTATION 25X1
OF THE NEW ROAD PERPENDICULAR TO THE LONG AXIS OF THE SA-1 SAM SITE IS
SIMILAR TO THAT WHICH HAS BEEN OBSERVED AT THE PROBABLE ABM LAUNCH COMPLEX
UNDER CONSTRUCTION AT SA-1 SITE E 31-1.
SAM SITE E 21-1 IS DIAGONALLY OPPOSED TO SAM SITE E 03-1 WHERE A PROBABLE
ABM LAUNCH COMPLEX MAY ALSO BE UNDER CONSTRUCTION. THIS CONFORMS TO THE PRE-
VIOUSLY ESTABLISHED ABM DEPLOYMENT PATTERN IN THE MOSCOW AREA. FURTHERMORE,
THERE ARE 3 MULTISTORY APARTMENT-TYPE BUILDINGS IN THE SUPPORT AREA OF THE
