SIGNIFICANCE: PROBABLE ABM LAUNCH COMPLEX NEAR SAM SITE E31-1, MOSCOW, USSR BASED ON CONSTRUCTION PATTERNS OBSERVED AT THE PROBABLE ABM LAUNCH COMPLEX AT MOSCOW SAM SITE E33-1, A SIMILAR PROBABLE ABM LAUNCH COMPLEX APPEARS TO BE UNDER CONSTRUCTION AT MOSCOW SAM SITE E31-1. ELECTRONICS FACILITIES (TRIADS) HAVE BEEN IDEN- TIFIED AT FOUR OTHER MOSCOW SAM SITES: E05-1, E15-1, E24-1, AND E33-1, SIMILAR FACILITIES HAVE BEEN OBSERVED AT INSTRUMENTATION SITES 2 AND 10, "SITE 13", AND LAUNCH COMPLEX "B" AT THE SARY-SHAGAN ANTIMISSILE TEST CENTER. 3. LOCATION: 45 NM NORTHWEST OF MOSCOW, APPROXIMATELY 6,000 FT NORTH OF SAM SITE E31-1. 4. FIRST IDENTIFICATION: MOSCOW SAM SITE E31-1: SATELLITE PHOTOGRAPHY OF THIS SITE. 6. NEGATION DATE: MOSCOW SAM SITE E31-1: NONE 7. SUBSEQUENT COVERAGE: TRIADS: 5 KH-4 MISSIONS 8. MISSION READOUT: TRIAD "1" APPEARS TO BE IN A MID-STAGE OF CON- STRUCTION WITH ALL BUILDINGS INCOMPLETE. AT TRIAD BUILDING "A", A NEWLY :IDENTIFIED RAIL-MOUNTED GANTRY CRANE IS LOCATED ON THE WEST SIDE OF THE BUILDING. WING STRUCTURES EXTENDING FROM THE REAR OF THE BUILDING, SIMILAR TO-THOSE SEEN ON BUILDING "A" OF TRIAD "2" AT SAM SITE E33-1, ARE ALSO PRESENT HERE. A NEWLY IDENTIFIED PROBABLE BURIED TANK UNDER CONSTRUCTION, APPROXIMATELY 40 FT IN DIAMETER, IS NORTHEAST OF THE BUILDING. AT TRIAD "2", ONLY FOOTINGS FOR THE FUTURE BUILDINGS ARE PRESENT. A NEWLY IDENTIFIED RAIL-MOUNTED GANTRY CRANE IS LOCATED ON THE WEST SIDE OF THE FOUNDATION OF BUILDING "A", AT THIS TIME, CONSTRUCTION DOES NOT APPEAR TO HAVE BEEN INITIATED ON These notes have been prepared for briefing purposes only and should not be used for detailed analytical work.
