SUMMARY: This preliminary study report several major industrial complexes, six major airfields with a total of 62 bombers, 16 possible bombers, 26 fighters, 21 possible fighters, 20 transports, 21 liaison, 60 miscellaneous aircraft, and 1 helicopter. Several smaller airfields were noted. This city,covered by excellent photography, contains heavy and light industry, marshalling yards and extensive construction 2. INDUSTRIAL INSTALLATION UNDER CONSTRUCTION A large industrial installation, in initial stages of construction, is situated on the NNE side of Pavlodar . b. PAVLODAR AIRFIELD A sod airfield, approximately 4000' x 4000', located on north side of PAVLODAR. Aircraft observed: 1 Colt and 9 probable Mules. c. PAVLODAR AIRFIELD, EAST A sod airfield, approximately 5000' x 3000'. Aircraft observed: 6 possible Mules. 3. KUPINO AIRFIELD 540 21' N - 77? 20' E (LO 213-215) Concrete runway, 6800' x 180', oriented NE/SW. BARABINSK 550 22' N - 78? 22' E Airfield, 3300' x 250', concrete, NE/SW, with concrete loop-taxiway and 12 hardstands. Aircraft observed: 2 light single-engine planes . Large railroad classification yard and shops, small POL storage and several light industries. 5. KUYBYSHEV 550 Z7' N - 780 19' E Large power plant serving a major unidentified industrial installation still under construction. One large cooling basin completed, a second basin under construction. 6. TATARSK 550 14' N - 760 00' E Railroad classification yard, three rail-served walled storage areas, military barracks and small training area. Two rail-served POL storage areas, one of which is being expanded. Aircraft observed: 48 Beagles, 5 Cabs, 5 Coaches, 13 Mules, 2 unidentified single engine aircraft and one possible Hare. b. OMSK EAST AIRFIELD Concrete runway, 6900' x 240' , oriented NE/SW. Functions as fly-away strip for adjacent aircraft factory. Aircraft observed: 1 Cab, 1 Coach, 2 Camels/Badgers. c. NEW AIRFIELD UNDER CONSTRUCTION Estimated dimensions when completed 9000' x 320', oriented NE/SW. This runway is connected to the aircraft factory by a 65' wide concrete taxiway, 2 miles long. d. PETROLEUM REFINERY AND PIPELINE A large petroleum refinery and petroleum storage area is connected to the new Tuymazy oil pipeline. OTHER ITEMS There is evidence of large industrial expansion throughout the Omsk Area. Unusually large number of secure areas, some rail served, several more under construction. Military camp and training area, aircraft assembly and aircraft engine plant, railroad classification yard and shops, ore treatment plant, tank plant, new highway bridge under construction over Irtysh River, and various light and heavy industries. 8. BOGEMBAY 52? 27' N - 72? 20' E Open-pit mine and associated ore processing plant, possibly bauxite. 9. AKMOLINSK 510 10' N - 710 25' E Large railroad yards and shops and many diversified light and heavy industries. BALKHASH 46? 49' N - 750 00' E Large open-pit Kounrad copper mine, large copper refinery, power plant, two secure areas which are possible research centers, a large housing area, and a small, graded earth runway,4800' x 180'. OTAR 430 30' N - 750 17' E Otar airfield, only partially covered, appears to have a E/W graded earth runway. A possible open-pit uranium mining area,including large personnel and operational buildings,is visible in the mountains approximately 18 miles southwest of Otar. 14. FRUNZE 42? 50' N - 74? 35' E a. FRUNZE NW AIRFIELD Graded earth runway, 4500' x 800', oriented NNW/SSE. Aircraft observed: 6 Fagot, 60 Moose, 1 Fritz. b. FRUNZE AIRFIELD Graded earth runway, 5300' x 320', oriented NW/SE. Aircraft observed: 4 Cabs, 2 Coaches, 6 liaison type. c. OTHER ITEMS Railroad classification yards and shops, POL storage, and light and heavy industries. KANT AIRFIELD 42? 51'N-74?51' E A new airfield, graded earth runway, approximately 6000' x 700', oriented NW/SE. Aircraft observed: 19 MIG-type plus 21 possible MIG-type. A second runway, oriented NE/SW, is under construction. 16. MINING ACTIVITY 410 35' N - 74? 45' E Extensive mining activity is evident in a mountainous area approximately 85-90 miles south of Frunze. This railroad is covered by photography of excellent quality from Barabinsk (55? 22' N - 78? 22' E) to Omsk (55? 00' N - 730 23' E), a total of approximately 200 miles.
