MEMORANDUM FOR: Acting Director of Central Reference
SUBJECT: Comments on SKAN Index
REFERENCE: Your memorandum dated 6 October, Subject: New
Publications on CHICOM Receipts (SKAN)
The experimental SKAN index dealing with Communist China has
been carefully reviewed. We are deeply interested in all systems
or techniques that promise to improve the file and retrieval of

documents, and the work of the _ Task Force is of particular
importance to us. We are not sure, however, that the SKAN index
as yet represents a broadly useful tool for dealing with the re-
trieval task. Our specific comments are attached. In sum ry,
OBI analysts are sympathetically interested in the index but feel
that more development is needed before it can be effectively used
in the research process.
