Jim Brammell reports that OBI has no relations with NIH. In addition, he is unaware of any OSI relation- ship with NIH on NIS matters 1111111111111111111tiowever, this is now prepared by a private research organization on contract to OSI. unit doing this work in HEW has twenty full-time people. The Sections prepared by this unit are: (1) Characteristics of the People, (2) Welfare, (3) Religion and Education. Mr. Brammell says that the work on these Sections is the best turned in by any contributor to the NIS Program inside or outside the Agency. The Agency's relationship with HEW is based on an agreement between Mr. Dulles and Mr. Ribicoff in late 1960. Mr. Brammell does not have a copy of this agreement. 3. Mr. Brammell cannot find any ready explanation for Secretary Gardner's request to Mr. Helms. He has learned, however, that a management survey is being carried out in the HEW offices concerned with international affairs. It is possible that Gardner's request is related to this management survey. 4. Mr. Brammell very much hopes to continue the present arrangement with HEW because the product is excel- lent. It would be a real loss if the HEW unit were elimi- nated, its people dispersed, and its product lost.
