MEMORANDUM FQR THE RECORD
SUBJECT: Second Meeting With HEW Concerning the Transfex of
HEW Responsibilities for Sections of the NIS to the
Department of State
1. As a follow-up to the 19 May meeting with HEW officials,
Messrs< Brammell and Martell met on 2~+ May with Donald F. Simpson,
Assistant Secretary for Administration, HEW, and Mr. Ralph Roberts,
State's Deputy Assistant Secretary for Budget, to discuss HEW's

Agency would then write to State, alluding to I~EW's proposal and
State's acceptance, and offer to effect a similar contractual relation

space for a few more months. Mr. Bratrm1e11 specified that, should the

understood that the NIS staff would be eXClusively concerned with
NIS production and not be diverted to other TNR responsibilities.
