The Director has read subject report and approved the recommendations contained therein on 18 July 1966. A copy of the approved recommendations is attached for reference. The report was prepared by an ad hoc committee under my chairman- ship; your representative on the committee was Edward Proctor, 2. In keeping with the Director's instructions, this memo- randum is for your guidance in acting upon those recommendations which apply to your directorate. Re Recommendation #1 a. Particular care should be taken to avoid arrange- 25X1A5a1 dents such as those existing under the OBI contract b. The question of providing direct subsidies to students as part of the program for improving academic rela- tions on China should be carefully studied to prevent possible embarrassment to the Agency. c. Personnel who teach part time at local universities should not, without adequate justification, attempt to keep the university administration or their students unaware of their affiliation with the Agency.
