SUBJECT: Review of policies and programs with respect to such
U,S, international economic activities as may affect
the war potential of the Soviet bloc ,
Attached is a copy of a preliminary draft of the proposed
report from the Secretary of State to the President in response
to the President's letter df December 28, 1950,
As indicated, this is merely a preliminary draft and it
has not been cleared within the State Department, There will
doubtless be many over.lappings and omissions. The body of the
report as well as the conclusions and recommendations require
considerable reworking. In this process, an effort will be made
to shorten it and to relate the report more fully to the
analytical study prepared by the E ,,C ,A?
This copy is submitted to you for your informal comments
and suggestions, The tight time schedule makes it impracticable
to seek approval from all departments and agencies. concerned,

helpful to us.in preparing the final report,
