security. Such analiyses shall not be circumscribed by existing
areas of special departmental responsibility, but shall cover,

economic, and military matters of general interdepar~ntal
concern, particularly where two or more of these categories are
involved.
b. Produce, on the basis of intensive research, current
analysis and interagency contribution, comprel*nsive coordinated
studies (as distinguished from National Intelligence Estimates)
of major foreign developments which bear on-US national security.
c. Produce on the basis of intensive interdepartmental
research such basic studies as are involved in the NIS program.
d. Produce studies and reports on the basis of intensive
research in those areas of common intelligence concern specifically
allotted to CIA as a matter of special responsibility,
e, Prepare, coordinate, maintain and supervise the execution
of interdepaxental research programs, Such programs shall
provide for meeting the foreign intelligence research requirements
of the Government, for an integration of the governmental foreign
intelligence research effort, and for appropriate allocation of
production responsibilities among participating agencies, In
addition, such programs shall utilize. research facilities external
to the government where appropriate,

directed research or analytical studios or reports and provide for appropriate
oral briefings and presentations,
3? In facilitation of the foregoing activities,
a. Prepare recommendations to the Director of Central Intelligence
for action needed to resolve problems of inadequacies in intelligence
research facilities, and allocations of production and collection
responsibilities throughout the govenental intelligence structure,
b. Continuously assess the adequacy, accuracy, and timelessness of
incoming information and intelligence relating to the intelligence
production responsibilities of the Office of Research and Reports for
the purposes listed in paragraphs c, d, and a below.
aQ Formulate and establish rectuirements for action by appropriate
collection and source exploitation agencies of the Governmentq
d, Prepare and provide for use by field collection agencies of the
Central Intelligence Agency, and, where appropriate, other governmental
collection agencies, such evaluations of information reports and appraisals
of source potential as may be needed to guide field collection personnel.
e? Provide substantive guidance and direction to collection, source
exploitation and production agencies of the Government and supply them
with periodic appraisals of their efforts in support of foreign Intel-,
ligence research'renuirements0
f. Provide a centralized facility for the procurement and production
of foreign geographic and map intelligence,;
