Subject: Progress Report - Latin America Study
1. In accordance with Paragraph D of the Terms of Reference for
the Latin America Study the following status report is submitted:
a. The project is on schedule. The first draft of the Study is
now in preparation and will be ready for Ambassador Martin's considera-
tion on his return in late January. It is planned to complete the draft in
early February, to conduct some preliminary staffing and consultation
with appropriate headquarters and agencies, and submit the final report
to the Senior Policy Group no later than 31 March 1968. A revised
planning schedule is attached.
2. There has been considerable personnel turbulence during the
development of this study, occasioned by the reassignment of the Director,
the retirement of Mr. Raine, and other key personnel changes.
3. The Latin America Study will be in it's final stages of prepara-
tion when the Overseas Bases Requirements Study is initiated. The
tentative program for this new study is reflected on the enclosed planning
schedule
