Approved For Release 2005/11/21 : CIA-RDP78BO477OA002900020018-1 April 8, 1965 PROCESSOR DEVELOPMENT PROGRAM 0 STAT ISTAO STAT The processor development program was initiated at asf summer with an extensive work statement for investigation of factors affecting film handling and film developing. It was anticipated that the program would be a continuing one and the work statement included fdr more work than could be accomplished in one year. A complete program was outlined and categorized by general priority rating to permit ito tackle the most promising items first. Of major importance was the clean room activit . A stainless steel clean room was installed The purpose was to obtain factual experimental data on how clean an area needed to be for film processing, reproduction, and interpretation. On the one hand, the classical approach of the movie industry and recon squadrons is a very relaxed requirement for cleanliness. On the other hand some of the new government labs have required filtering down to 5 micron particles or less. As the permitted particle size goes down, the pump size, filter size and cost go up drastically. Five micron filterin4 is much more costly than 25 micron filtering. There is little if any actual data on the effect of particle size. I I started fabrication of the clean room components last summer. The installation at =began in November, 1964, and was completed in late February, 1965. The room is now being operated by 0 to adjust and balance the instrumentation in preparation for final acceptance 0 STAT STAT STAT STAT STAT As a result of their struggles withi believes STAT that clean room specifications need to be much more exact- ing and detailed. Otherwise it is extremely difficult, if not impossible, to obtain construction and joints adequate for clean room requirements. Procurement and installation of the clean room has taken an inordinate amount of time and the rest of the program has suffered. The work on liquid bearings, air bearings, vacuum capstans etc., got off to a very slow start. For one thing,mmanagement did not assemble a technical team for Declass Review by NGA. Some good work is just now startin to come out. In addition to poor manpower programming management, one other problem has hampered the program. who is in direct technical charge of the program, is unable to communicate directly with the customer due to his clearance status. 0 Approved For Release 2005/11/21 : CIA-RDP78BO477OA002900020018-1 was quite disappointed in the level of funding planned for continuation of the work beyond the present contract. They have therefore proposed what is in their opinion a best use of the available funds. They proposed to con- centrate their efforts on the clean room studies for a six-month period.
