For alternate (a), the administrative response time of
the University is far too long for your time scale. A
proposal must go through an administrative chain of approv-
als for space, personnel, equipment and finally is acted
on by a meeting of the Board of Regents. This takes
about 4 months or more.
Since such an arrangement would not be a part of their own
research program, it would tend to dilute their efforts.
Alternate (b) did not appeal to

could provide the proper response time to you.
In addition, the follow-on contract to STAT
is being set up on a program management basis, and these
studies would be a natural adjunct to it.

range program. The first year's results would probably be
dissapointingly meager, but by the end of 5 years you would
probably wonder how you ever got along without it. I also
believe that your other work in experimental psychology,
should be brought in to the picture by including in their
activities a quarterly or semi-annual review of the
University Program.
The present is an appropriate time to get I tarted on STAT
such a program. The Department of Psychology has recently
moved into a new building, and they are generally expanding
their activities. It would certainly be desirable to get
them started down a path which is closely allied to your
needs.
