A. Agenda Item No. 1: Procurement of R13-49 Equipment
1. Introduction
Prior to the meeting 0C-013 had submitted a mesurandvm to Board Mashers
requesting Board approval for the procurement of RS-49 equipment in the following
quantitlea:

Discussion revolved primarily around the justification end need for procuremen
of the above equipment in the quantities requested by 0C-08. It was brought out
that the above quantities were coordinated with the Technical Requirements Board
earlier as a result of VA& the Office has received a memarentium signed by the
Deputy Director (Plane) approving, far planning purposes, the above quentities.
However, it is necessary that the Office in End:WA a memorandum to the Technical
Requirements Beard for final approval before obligating funds for the procurement
of this equivalent.

A qaeation was asked concerning the relative roles that the PS-49 end R3-100
would play in ovr opera'GiOnew It was brought out that production 118-100s are 25X1C
probably two years way; that the 118-100 is a considerably heavier and more

the a849 is basically a strategic type of set. Weever, because of its light
weight the Rs-49 will wadoebtedly be used, properly packaged, for many tactical

To demonstrate the relative veight and size of the B8-49 end B8400, an R3-49

The subject of whether or not the military should be asked whether they want
to participate in procurement of the Ps49 at this time vas next discussed. This
was generelly opposed becense of the delay that would necessarily be involved in
waiting for the military to determine whether or not they went this set plus the
additional delays which invariably result from joint procurement action. However,
the services have been briefed on the R349 and they will be sepplied sets for
evaluation as soon as our stocks permit. Became of the possibility of adlitary
procurement, the recommendation me rola and agreed to that when bids are solicited
on the ES-49 they should be in igientities of 15000 1000, 500 end 300.
It was also brought out during discussion that procurement of coders, keyers
and cartridges for 300 RT-49 transmitters would involve the additional expenditure
of approximately *325,000.00.
3. Board Action
Noting that procurement would be subject to final TRB ?wawa, the Board
=ominously concurred in the procurement of B8-49 eqpipment in the qpantities
requested by 00.013.
B. Agenda Item No. 2: Procurement of RS.54 Equipnent.
1. Introduction
In a memerandise which had been submitted to Board *tabors prior to the
meeting, OC-0Z requested Board zgaproval to procure 300 a8-.54 transceivers. The
estimated unit cost of the receiver is Wilogoo and the estimated total cost for
300 receivers is Vati,000.00
