The terrorist group "Peronist Armed Forces" (FAP) claimed credit for the assassi- nation. IKA-Renault had been the target of considerable recent labor unrest provoked by SMATA, a heavily Communist- infiltrated automobile workers labor union. The message reportedly stated that the ANYO had placed one of its guerrillas on board the plane with a bomb which the terrorist had exploded in flight. (For additional information on the ANYO see the issue of 19 June 1974, page 7.) Through the Palestinian news agency WAFA, a spokesman for the Palestine Liberation Organization (PLO) stated that the ANYO claim was a hoax, and denied that any Arab group was involved in the disaster. The TWA flight, a Boeing 707 aircraft, originated in Tel Aviv and had stopped in Athens on its way to Rome, New York and Los Angeles. It crashed, with no survivors, in the Ionian Sea between Italy and Greece. TWA's New York headquarters and its general manager for Israel both ruled out the possibility of sabotage. The latter, according to The New York Times, stated that the pilot had radioed Athens that an engine a gone bad and he intended to shut it down. The head of the U.S. National Transportation Safety Board team, which will investigate the cause of the crash, stated that his experts would look into the claim by the ANYO that one of its guerrillas had sabotaged the plane. (UNCLASSIFIED) Austrians Move Soviet Jewish Transit Facility in Vienna For the second time in less than one year the Austrian government has changed the location of its transit facility fo-r_._Soviet Jewish emigrants from the USSR enroute to Israel. The new facility, under the control of the Red Cross, is located in Vienna's Simmering district. The previous facility, in the rural village of Woellersdorf, 25 miles south of Vienna, was opened in December 1973 after the original Schoenau center was closed as a result of a terrorist attack at the Vienna airport in late September. (See the issue of 3 October 1973, page 1.) Viennese residents of the Simmering area have protested to local authorities that the relocation of the transit facil- ity exposes their neighborhood to potential danger of attack. According to an Austrian newspaper, the new facil- ity, formerly a convent and orphanage, was chosen because the Austrian army needed the barracks in Woellersdorf. (UNCLASSI- FIED) Anti-Imperialist Festival Concluded Uneventfully in Belfast The "Anti-Imperialist Festival" organized by the Sinn Fein party in the Irish Republic ended peacefully on 3 August, ac- cording to a dispatch recently received from the U.S. Consulate in Belfast. The festival (whose opening was reported in the 31 July issue, page 4) was moved from Dublin to Belfast the weekend of 27-28 July. Consulate reporting, based on the press and other sources, indicated that the meetings were peaceful. and well organized. Estimates of the number of delegates ranged from 100 to 170, representing from 20 to 23 countries or political movements. They were chiefly unimportant young members of "docile" national movements. Apprehensions of local security officers that the festival would attract hard- core militants were not realized. The Bellecourt brothers of the American Indian Movement, who were expected to attend, did not arrive. (UNCLASSIFIED) Italian Neofascists and Rhodesians Responsible for Parcel Bombs Sent to Zam is An investigation by Italian, Interpol and Zambian authori- ties disclosed that the two parcel bombs which exploded in Zambia last February had been posted from Italy in August and September 1973 by Italian neofascists on behalf of Rhodesian white racists, according to a French press report of 3 Sep- tember 1974. The Rome public prosecutor said that the in- vestigators believed the bombs were "ordered" in Rhodesia and payment was made to the Italian fascists with arms deliveries. (The explosions were reported in the 20 February issue, page A-1.) One bomb was addressed to Father Stanislao Nowiski, a Polish-born missionary in Kabwe, and exploded on 7 February in the Kabwe post office, injuring three postal workers. The explosion of the other bomb, which arrived or. 12 February at the office of the chief representative of the African National Congress of South Africa in Lusaka's Liberation Center, killed one person, injured three others and caused extensive damage to the building. Bombing Attempt Michael Halsey Brown, a 31-year-old American national of Berea, Kentucky, was arrested in his home town on 10 September in connection with the attempt in early August to .set off an explosive device at the U.N. General Assembly, according to the FBI. He was charged with violation of federal statutes relating to the protection of the'property of foreign governments and international organizations. As previously reported (see the 14 August issue, Tab A), on 7 August a U.N. guard discovered an explosive device consisting of dynamite, a firecracker fuse and a matchbook underneath a bench in the first-floor meditation room. It failed to explode, apparently because a. cigarette that was supposed to ignite the matches had gone out. Brown's reason for attempting to set off the bomb has not been deter- mined. Capucci did not enter his plea at the 20 September session, which was spent mainly in defense arguments over diplomatic immunity and the legality of trying the case in Jerusalem. A press account indicated that clerics of many denominations attended the trial, including a Roman Catholic priest from a Jerusalem convent acting as an official observer for the Pope. (Capucci's arrest and indict- ment were described in the issues of 28 August, page 3, and 11 September, page 3.) (UNCLASSIFIED) Arab Transport Workers Warn Against Use of Jerusalem Airport In a broadcast of the Cairo Middle East News Agency on 19 September, Thabit as-Sifri, secretary general of the Arab Transport Workers Federation, issued a statement warning in- ternational airlines against using the airport which Israel has established at Atarot near Jerusalem. As-Sifri said that use of this airport by any airline would violate the UN reso- lution of 8 December 1972 pertaining to the legal status of the occupied Arab territories.
