French Envoy Finally Freed
After three days of hectic negotiations, Jean Gueury, the
French Ambassador to Somalia who was abducted by four members
of the Somali Coast Liberation Front on 23 March, was released
on 28 March in the port city of Aden, the People's Democratic
Republic of Yemen (PDRY). Gueury's release was delayed for a
variety of reasons. The SCLF not only made demands upon the
French government but on the Somali government as well. They
demanded that Somalia provide hostages, preferably Somali na-
tionals, to accompany the kidnappers from their villa to thei
final destination, that a Somali Airlines plane be furnished
for their escape, and finally that the Somali government pub-
lish a statement that it would not punish the four kidnappers.
The Somalis accepted the first two demands but balked at ac-
cepting the third. Finally, they agreed to all demands.
On 27 March the plane carrying Ambassador Gueury plus
the Somali Ambassador to France, who volunteered to act as a
hostage, left Mogadiscio for Aden, where it was joined by a
French military aircraft carrying the two prisoners released
from French jails and the $100,000 in gold bullion. When
both planes were over Aden, the PDRY government. reneged on its
promise, stating that it did not wish to be involved in inter-
national political blackmail, and refused to let both planes
land. Gueury's plane was diverted to the small northern Somali
town of Bassaso and the French military plane went to Cairo.
The PDRY's rejection set off a search to find a country
that would accept the terrorists. When it first appeared that
the PDRY might not accept them, the Arab ambassadors in Moga-
discio formed a committee to examine alternate sites and
proposed to Gueury's abductors that either Baghdad or Tripoli
serve as an alternate. After the PDRY rejection these plans
were pursued again. Finally, the PDRY agreed to accept the
terrorists on condition that the Somali government publish in
its official daily newspaper, and announce over Radio Moga-
discio, its appeal to the PDRY government to serve as a trans-
fer point and provide sanctuary for the kidnappers. The Somali
government complied, and the exchange was made in Aden during
the evening of 28 March. Gueury was then flown to Djibouti
and on to Paris.

In the wake of this incident, and the early March arrival
in Aden of the anarchists released from West German prisons in
the Lorenz kidnapping operation (see the 4 March', issue), the
PDRY government has announced that in the future. it will refuse
to let any hijacked aircraft land and will deny facilities to
terrorists regardless of any pressure brought to'bear. This
announcement underscores the fact that many Middle East coun-
tries that have traditionally provided refuge for perpetrators
of terrorist operations are increasingly reluctant to grant
sanctuary to terrorists. This dearth of safe havens could
influence the type of operations undertaken by terrorists in

Released German Anarchists May Go to Syria
will settle in Syria. (The Lorenz kidnapping was described in
the 4 March issue.) He said the five Germans, who were given
refuge in the People's Democratic Republic of Yemen, would be
transferred to Syria for ultimate settlement in a Syrian-Leba- ~FY~Y
released from West German prisons in the orenz kidnapping case
In mid-March there was a flurry of press stories about the
Germans' rumored departure from Aden (see the 18 March issue).
These stories were never confirmed, however, nor is there any
confirmation that the five anarchists have arrived in Syria.

Cuban Exiles Damage Latin American Installations in U.S.
The Costa Rican Consulate and the Panamanian Tourist Bu-
reau in Los Angeles were slightly damaged on the morning of 27
March by bombs that failed to explode fully. In both cases
pipe bombs were used, and although the detonators exploded ithe
main dynamite charges were not set off. No personal injuries
were reported. Some press stories indicated that a man who
called a radio station regarding the bomb at the Panamanian
Tourist Bureau claimed to be a member of a pro-Castro Cuban
group. According to a State Department report, however, an
anti-Castro group called Cuban Action Commandos is believed
responsible for both bombings. They could be the work of the
National Liberation Front of Cuba (FLNC), which is known to
use various cover names for its terrorist acts in the U.S.
Another exile group, Accion Cubana (Cuban Action), has previ-
ously bombed Cuban consulates in Latin America but is not
known to have carried out bombings in the U.S. The Los Angeles
police and the FBI have not completed their investigation.
On 24 March two fires were ignited at the Colombian Con-
sulate in New York at about 11:30 p.m. One fire, apparently
ignited with gasoline, caused extensive damage to the second

floor, and a separate fire caused minor damage on the third
floor. The Colombian Consul General reported that threats had
been made against the Consulate, one by an anonymous caller

Two Iraqi Hijackers Executed by Iran
Two Iraqis who hijacked an Iraqi Airways Boeing 737 on
1 March and forced the plane to land in Tehran were executed by
an Iranian firing squad on 7 April, according to press reports.

Although hijackers in the past have received sentences for air
piracy, these executions are believed to be the first death
penalties carried out for hijacking. (UNCLASSIFIED)
Indonesian Terrorists Arrested in The Hague
Dutch authorities arrested on 2 April ten South Moluccan
terrorists who admitted they planned to kidnap Queen Juliana
and members of her family from the royal palace. According to
Dutch authorities, the terrorists possessed. firearms and a map
of the "palace on which they had traced an entry route. The men
planned the kidnapping in order to call attention:to the fact
that some South Moluccans continue to protest the incorporation
of the Moluccans into the Indonesian Republic in 1949.
South Moluccans were also responsible for the December
1974 firebombing of The Hague Peace Palace which is the seat of
the International Court of Justice. During this Incident the
South Moluccans were protesting the alleged torture of their
comrades in Indonesia. (See the 30 December issue, page A-3.)

Justice Department's request for the extradition of two U.S.
citizens accused of hijacking a Western Airlines jetliner in
1972. (See the 28 January issue.) The French court ruled
against the extradition to the U.S. of William R. Holder and
Catherine Marie Kerkow because it said their hijacking of the
jetliner was politically, motivated. Holder and Kerkow were
remanded into French custody, however, pending their trial for
illegally residing in France with false identity papers after
having arrived from Algeria in 1974. (UNCLASSIFIED)

ARTICLES
Terrorist Activities of the Arab Communist Organization and
Arrest of Members
On the afternoon of 11 April.a bomb exploded in the
Kuwait office of the American Life Insurance Company, causing
considerable damage but no injuries as the office was closed
at the time. According to Kuwait press reports, authorities
speculated that the "Communist Labor Organization (Lebanon)"
was responsible for the bombing, because that organization
had claimed credit for similar acts in Syria and Lebanon
25X1C against U.S.-owned firms. The bomb, described as crude but
The group which the press called the "Communist Labor
Organization (Lebanon)" is probably the Beirut-based "Arab
Communist Organization" (ACO), which has claimed credit for
bombing the American Life Insurance Company office in Tyre,
Lebanon on 11 February, for a series of bombing attacks
against American interests in Syria and Lebanon in 1974, for
bombings of the British-owned Spinney's store in Beirut in
December 1974 and January 1975, and for a Beirut bank robbery
on 19 February. Some sources have reported that the ACO has
ties with the Popular Front for the Liberation of Palestine
and the PFLP - General Command, but PFLP leader George Habbash
denied in a press interview that there is any organizational
connection between the ACO and the PFLP. The ACO appears to
be dedicated to an Arab socialist revolution with activity
aimed against "imperialist interests" in general and U.S.
interests in particular, rather than focused on support for
the Palestinian cause, and it is not currently believed to
be closely linked to the fedayeen.

in Beirut in October 1973 (see the 16 October 1973 issue), the
July 1974 attack on the Chilean Ambassador to Lebanon (see the
24 July 1974 issue), and other Beirut bombings and robberies.

The ACO claimed in a letter left at the scene of the First
National Bank of Chicago bombing in Beirut on 11 October 1974
that the explosion was in honor of a member of the Shibbu gang
sentenced to death for the October 1973 Bank of America attack.
This indicates at least an ideological sympathy between the
groups.
The Beirut press reported in mid-April 1975 that Lebanese
authorities had arrested and formally charged a number of per-
sons for various acts of violence. Some of these attacks were
originally claimed by the ACO and others by the Lebanese Revo-
lutionary Socialist Organization. According to one newspaper,
three persons confessed to the Spinney bombings (claimed by
the ACO), and another newspaper said these three are suspected

Assassination Attempt Against Yemeni Diploma: in Beirut
Ahmed Shami, roving ambassador of the Yemen Arab Republic,
was shot by unidentified assailants on 22 April while en route
by automobile from his Beirut residence to the Yemeni Embassy.
He suffered severe head wounds and was taken to the American
University of Beirut hospital. On 24 April the YAR announced
it would close its Beirut embassy "because there is no guar-
antee for the safety of the embassy staff." This attempt was
the fourth in a series of Beirut terrorist attacks on promi-
nent Yemenis, three of whom have been killed. (See the issue
of 5 September 1973.) YAR authorities are convinced, accord-
ing to the U.S. Embassy, that these attacks are inspired by
the People's Democratic Republic of Yemen, using either its
own goon squads or members of extremist Palestinian groups.

Date: 18 April 1975 Bomb Explosion at Chilean Con-
sulate in Argentina.
Place: Argentina, A bomb exploded at the door
Mar del Plata of the Chilean Consulate in Mar
del Plata on 18 April, causing
serious damage to part of the
building. Argentine officials
think the explosion might be
linked to the recent visit of
the Chilean President. (See

Date: 21 April 1975 U.S. Embassy Attacked in Athens.
The U.S. Embassy in Athens was
Place: Greece, Athens attacked by part of a crowd
of leftist demonstrators pro-
testing U.S. support of the
military junta which governed
Greece until July 1974. Con-
siderable damage was done to
the Consular section, and
fifteen Greek police were in-

Date: 24 April 1975 West German Embassy in Stock-
holm Attacked.
Place: Sweden, Stockholm West German terrorists, iden-
tifying themselves as members
of the Holger Meins Commando,
seized the German Embassy in
Stockholm on 24 April and de-
manded that 26 imprisoned
comrades be released and flown
from Germany with $520,000.
When the German government
rejected these demands, the
terrorists dynamited the third
floor of the embassy. The

police captured five terror-
ists after a gun battle.
The Military and Economic
attaches were killed and
one terrorist committed sui-
cide. Thirteen people were
injured. Four terrorists
have been extradited from
Sweden and are now in German
jails; a fifth will follow.
The police are looking for
other Germans who were in-
volved in the attack. (See
