Unknown persons tried to blow up the
oil pipeline of the Tapline Company in
the An-Nabitiyah district of Lebanon.
The explosion made a hole in the groun
without causing any damage to the pipe-
line. Security has_-_b_e-entceas~ct on -

Rome ITT Standard S.A. in Rome. Police said
unknown persons poured gasoline on the
United States, main doors of the office and ignited it,
New York but the fire was quickly put out and
damage was slight. Also on this date
and against the offices of ITT's Latin
American Division in New York City, a
bomb exploded, injuring no one but doing
extensive damages to the offices. An
anonymous caller to The New York Post
said the "Weather Underground" was re-
sponsible. Perpetrators of the two
blasts are not known, and it is likewise
unknown if either blast was connected

Three Soviet Jews and an Austrian cus-
toms official were seized by two armed
Arab terrorists on a train carrying emi-
gres to Vienna, and subsequently taken
to the Vienna airport where the terror-
ists demanded a plane to fly them to an
Arab country. The Austrian government
provided the terrorists with a plane in
return for the release of the hostages.

Brazil, A powerful homemade pipe bomb exploded in
Rio de Janeiro the office of the Chilean airline, LAN-
Chile, wounding 15 persons and destroy-
ing most of the office. The bomb was de-
livered by an unidentified Brazilian who
handed an airline clerk a package and
said, "I have a message for the government
of Chile," and then raced out of the of-
fice. (UNCLASSIFIED)
United States, Several vials of a noxious material were
New York found under the seats in the auditorium
and in the men's restroom at Carnegie
Hall where a performance of the Siberian
Dance Group was scheduled. Two individ-
uals who were seen leaving the area of
the seats in question were arrested. Ap-
proximately one-half hour before the dis-
covery of the vials, a group of 25 demon-
strators, claiming an affiliation with
the Student Struggle for Soviet Jewry,

Lone Gunman Attempts to Hijack KLM Jet
On 2 October, a an identified as Franz-Josef Stremmer of
Kirchellen, West Germ ny, attempted to hijack to Bonn a KLM
Royal Dutch DC-9 jet bound from Duesseldorf to Amsterdam, ac-
cording to the Associated. Press. A Dutch police spokesman
stated that Stremmer smuggled a gun on board the plane, used
it to threaten a stewardess, and then demanded that the plane
be turned around and flown to Bonn, where negotiations would
be conducted with West German officials.
Stremmer stated is demands in a rather confused note
which he gave to the stewardess. In the note he demanded the
resignation of West German Premier Willy Brandt, the release
of Ulrike Meinhoff and other members of the Baader Meinhoff
terrorist group who are currently being held in West German
prisons, and stated that he was hijacking the plane to protest
"the inhuman crimes perpetrated by the German Secret Service
against me and my family." The note further stated that any
attempt to overpower Stremmer would "result in the unavoidable
death of all crew members and passengers aboard."
The pilot changed his course for Bonn and went: back
to talk with the hijacker. Stremmer was disarmed, and the
plane was put back oncourse and landed safely at Amsterdam,
where Stremmer was to en into custody by Dutch police. The
police spokesman stat~d that the 27 passengers on board the
aircraft were not aware of the incident while the hijack was

Magazine Interview ith a Leader of the "Eagles cF the
Palestinian evoluton
The Damascus M'ddle East News Agency stated on 3 October
1973 that a Lebanese magazine had interviewed a leader of the
"'Eagles of the Pale tinian Revolution," the Arab terrorist
group that claimed esponsibility for the 28 September attack
at Marchegg, Austria. The magazine quoted him as saying that

the Marchegg operation was not the first attack by this group
but had been preceded by several others which, although not
publicized, were all successful. The theater of operations of
the Eagles, he added, is Europe and there are Eagle cells in
several European cities. The Eagles leader explained that
many of the Eagles are educated and cultured individuals and
that one of the Marchegg terrorists possessses an advanced de-
gree in mechanics and the other terrorist has a law degree.
He also claimed that an "electronic brain" was used in plan-
ning the operation. (Comment: There is no confirmation that
the "Eagles of the Palestinian Revolution" actually exists.
Fedayeen terrorist groups have been fabricating new names to
cover their operations, and most reporting indicates that the
Marchegg attack was carried out by Sa'iga. See Articles.)

Section I covers threats in the United States and against U.S. targets worldwide.
Section II covers threats in the Western Hemisphere excluding the United States,
i.e. in Canada, Latin America and the Caribbean.
Within Section I, threats are arranged alphabetically by country or area.
Within Section II-VII, threats for which no country is specified appear first,
followed by the specific countries in alphabetical order. In cases of multiple
country entries, the first country listed determines the alphabetical order of
that item.
The usage of symbols is changed to the following key:
** New threat reported for the first time.
* Revision of a threat reported in previous issues.
The absence of a * symbol indicates that the threat was reported previously
and is in summary form with a parenthetical reference to an earlier issue
reporting the threat in full detail.

A news story from Jakarta, Indonesia,
claiming that the "Okudaira Group" is
planning to hijack a plane, appeared in
the 4 October Japanese press. The infor-
mation reportedly came from Indonesian
airline officials who sourced it to an
airline company in Singapore. Members
of the "Okudaira Group" were involved in
the 1972 Lod airport massacre. (Comment:
This could be a resurfacing of old in or-
mation concerning Japanese extremists'
plans to hijack aircraft; it also could
be connected with a current threat against
Israeli aircraft in Vienna or Rome. See

Mexico, The Honorary British Consul in Guada-

ously on 10 October by persons later

Argentine Airlines Plane Hijacked
On 20 October an Argentine Areolinas 737 jet bound from
Buenos Aires to Salta, Argentina, with 41 passengers aboard
was hijacked by four armed terrorists who claimed to be Tupa-
maros, according to press reports. The plane eventually ended
up in the small Bolivian border town of Yacuiba, whether by
accident or design is not clear, and after approximately two
days of negotiations the hijackers surrendered to Bolivian
authorities, presumably after being granted safe conduct to
Cuba, although this point is unclear at present.
Although reporting on the incident is sketchy, the story
emerging from a variety of press sources indicates that the
hijackers, two men and two women who were armed with a 32-
caliber pistol, a 22-caliber carbine and two 22-caliber pistols,
took over the aircraft and directed it to Tucuman, Argentina,
where Argentinan authorities refused to refuel the plane and
refused to negotiate with the hijackers. For reasons which
are not clear, the plane left Tucuman and. landed at Yacuiba,
12 kilometers from the Argentine border. The plane was trapped
at Yacuiba because the airport runway was too short for the
plane to take off, and because the airport did not have the
type of fuel the 737 required. Airport authorities stated
that it was a miracle that the plane landed safely.
After the plane landed it was surrounded by 200 Bolivian
troops armed with submachine guns. The hijackers demanded that
the Bolivian government provide them with a plane to carry them
to Cuba. The government refused but offered the hijackers safe
conduct out of Bolivia. The hijackers let 37 of the passengers
go but kept two Argentine deputies, a French scientist and the
pilot and copilot as hostages, and threatened to kill the hos-
tages one by one if their demands were not met.
President Hugo Banzer of Bolivia stated that he was han-
dling the negotiations personally and threatened to mount a
military operation against the aircraft if the hijackers did
not accept the Bolivian government's offer. The Argentine
government steadfastly refused to take part in any negotiations
and asked the Bolivian government to detain the hijackers and
turn them over to Argentine authorities.

The negotiations were carried on through the Bolivian
Consul at Salta. At one point the hijackers asked for the
intervention of the international press, and it was reported
that the Bolivian Minister of Information and Sports and
a group of foreign correspondents were on their way to Yacuiba
to witness the exchange of hostages for safe-conduct documents.
According to the Argentine press, the hijackers have surren-
dered their weapons and the hostages, accepted the Bolivian
offer, and as far as is known, are on their way to Cuba.

British Executive Freed in Argentina
Argentine police announced on 20 October that they had
freed kidnapped British executive David Heywood and arrested
two of his captors, according to press reports. (Comment:
Heywood, an accountant with the Nobleza Tobacco Company, was
seized outside his home in Buenos Aires on 21 September by six
unidentified kidnappers. For further information, see the 26

18 October 1973 France, Air France aircraft hijacked from Paris.
Paris An Air France domestic flight from Paris
to Nice was hijacked and forced to land
in Marseille. The hijacker, Danielle
Cravenne, attempted to force the pilot
to fly to Cairo. She was subsequently
killed by police fire. (See Notes.)

Buenos Aires Four Tupamaros, two men and two women,
hijacked an Argentine Airlines 737 jet-
liner from Argentina to Yacuba, a city
500 miles south of La Paz, Bolivia. The
guerrillas seized five hostages and de-
manded another plane for a flight to

terrorized dissident Soviet physicist
Andrei Sakharov and his wife in their

reports. They threatened reprisals
if Sakharov makes further statements

22 October 1973 Argentina, Swissair manager kidnapped in Argentina.
Buenos Aires Unidentified kidnappers abducted the
Swissair manager for Latin America, Kurt
Schmid, as he was being driven by a
chauffeur in the suburbs of Buenos Aires.
Schmid is an Argentine of Swiss descent.

October Australian press as saying that
Palestinian guerrillas will strike
against Australia if the government does
not end local Jewish support for Israel.
He said, "Palestinian commandos will at-
tack Australia if not here, then over-
seas. They could come here with German
passports or Italian passports. They
could go inside a train station. . . and
kill people. Or they could attack a con-
sulate or Qantas overseas." The Pales-
tinian is described as a member of the
Palestinian-Australian Solidarity Com-
mittee and a seven-year resident of

with a reduced Marine contingent or with
unarmed volunteer embassy officers on

presenting a unique opportunity for ac-
