On 22 July 1975 the President directed the establishment of a NSC
Standing Committee on Space Policy(TCS 38650-76). On 9 November
1976 the NSC Under Secretary forwarded a report to the President on
'!Policy on Remote Earth Imagery." (TCS38635-76. One of the recomm-
endations of that report concerned the classification of the "fact of"
satellite reconnaissance. Since that report it has been impossible to
maintain the "fact of" in a seperate file. The History of the "fact of" is
contained in S-28 "Satellite Photo -~:Disclosure. " Future material on the
subject of "fact of" will be filed in S-38 "Space Policy".
