ESTABLISHMENT OF THE NATIONAL INTELLIGENCE DAILY
1. In my remarks in the Auditorium a few days ago,
I noted that OCI had had a rough year, but had come out of
it stronger and with greater responsibilities than ever
before. This fall we have handled with distinction a
short-lived crisis in Chile and a major crisis in the
Middle East. Now we are again to be challenged, in a
different and even more demanding way.
2. It is no hyperbole to say that, with the DCI's
decision to proceed with the National Intelligence Daily,
OCI is moving into the most ambitious current intelligence
project ever undertaken in Washington. It is a radical
departure from the pattern of current intelligence dailies
since World War II; it differs in philosophy, content,
style, sheer volume, and--we hope--quality. I would not
have agreed to produce it if I were not confident that OCI
had, over two decades, acquired the experience, the maturity,
and the esprit to leave established patterns behind. We
are ready to break new ground.
3. The Daily is not going to be easy. The first few
dry-runs have excellent, but they have had the benefit
of novelty, of unusual attention, and of stockpiled material.
The test will come when we are producing routinely, when
night duty becomes a grind, and when material runs thin.
If next summer we are still putting out a quality product,
then we have made the grade. To do it, we are asking a
bit more from everyone at the same time that we are being
asked to produce a wider range of other papers. A few
years ago, there were complaints that our analysts were
under-employed. I do not believe we need worry about this
any longer. We will all have to work like hell.

4. The first live issue of the Dail is to appear
Wednesday, January 3, 1974. We have pretty well solved
the problems of producing it, but have not as yet handled
the secondary matters that flow'from it. With these we
will be dealing between now and`Christmas, and to this
end, I am reorganizing the office staff, effective 26 Nov-
ember.

5. Because OCI is now almost 20 percent smaller than
it was when it acquired its present space, it must now
give up some. This, and the need to clear space for the
Daily staff, will require some squeezing and, until con-
struction is possible, some unsatisfactory branch arrange-
ments. Bear with us, there are some problems bigger than
we are.

6. The new publications structure will provide.
--The PDB for the President only. (He specifi-
cally does not want it changed.) It may--
rarely--contain some unique material.
--The Daily for the old PDB readership, the
NSC Staff, and a few additional officers,
in all 25-30.
--The Red CIB, probably to be reconstituted
with a larger "Community" input as the
National Intelligence Bulletin, for every-
one else.
--The Black CIB will be discontinued as soon
as satellite photography is cleared for use
in the Red edition. Its readership will be
split between the Daily and the NIB.
--Soviet Developments, African Weekly, Develop-
ments in IndoChina, Situation in Cambodia,
Developments in Sino-Soviet Relations, and
Chinese Affairs will be discontinued, as
will all division highlights.
--Each division will produce one or more semi-
formal publications for its specialized con-
sumers. Note that these issuances, unlike
the highlights, will be finished intelligence.
They will normally not be reviewed at the
Office level, and thus must receive proper
attention and supervision in the Divisions.
Much of their content may be drawn from
the formal dailies.
--The CIWR and CIWS will continue unchanged.

--The WHSR series will be divided into a
series for the White House only and a
series to be disseminated to State,
Defense, and possibly Treasury as well.
The DCI assigns a priority to the WHSR
second only to that of the PDB, and it
will continue to be our usual means
for rapid response.
