The attached report on the subject by the Chairman, Committee on Imagery Requirements and Exploitation (COMIREX), is circulated for the information of the United States Intelligence Board (USIB). 2. It is not contemplated that the attached report will be placed on the agenda unless a USIB Principal so requests prior to the close of business 27 November. The following is a report on photographic coverage of: a. Priority "Base Line" targets in South China and North Vietnam as defined by the Board on 3 March 1966a (paras 2-6); 1). North Vietnam to detect the introduction of offensive missile systemsb (paras 7 and 8); c. Targets in Laos adjacent to the South China borderc (no coverage); cl. Targets in the Sino-Indian Border aread (no coverage). South China/North Vietnam - "Base Line" 2. Changes to Priority Targets: No changes were made to the priority list during this period. Mission Flown_ during the Period: According to field reporting, a BUMBLE BUG mission flown 17 November, photographed the Yen Vien railroad yards. 4. Base Line /Surveillance Coverage Reported during the Period: BUMBLE BUG missions flown in previous reporting periods acquired surveillance coverage of 13 priority targets in North Vietnam. 5. Tab A: Lists all priority targets and shows the status of base line/ surveillance coverage as follows: Column Z - Underlining indicates base line or surveillance coverage added since the last report. 25X1 Column 5 - The number of times surveillance coverage has been added to the base line photography. Column 6 - Date of the most recent base line/ surveillance quality coverage. 6. The Map at Tab B: Shows the distribution of theltargets 25X1 D illustrating the primary areas for lines of communication by shading. The 161 targets which have been covered by base line quality photography since Column 4 - Base Line coverage by date. are shown by a black dot, the remaining 17 by a black circle. Arrows indicate base line/ surveillance coverage added during the reporting period. North Vietnam - "Offensive Missiles" 7. The Map at Tab C: Shows the photographic coverage of North Vietnam (80% or better cloud-free) a as een reported in the three week period ending 20 November. This has been reported in accordance with the photo reconnaissance area grid system. In addition to area coverage, the map shows ten targets that could most likely reveal the introduction of 25X1A offensive missile systems into North Vietnam. Following a recent revision 25X1A of targets, two airfields, Haiphong/Kun An and Phuc Yen 25X1A have been dropped and two ports Cam Pha Il and Hon Gay 25X1A have been added to the map.
