The integration of the Strategic Division's personnel into the other economic divisions was finally accomplished, although with some hard feelings at the time." Page 404 Second paragraph--My recollection was that one of the main obstacles at that time for consolidation of the DDI military components was the firm stand taken by R. J. Smith not to release the personnel of his OCI Military Division for incorporation into ORR's Military-Economic Division. I thought that this strongly influenced ~in his objection to the STATINTL first plan. I would c e e "by R . J . Smith of OCI" or at least provide a caveat of sorts.
