The major focus of our efforts since my last report has been on getting general agreement on "bare bones" state- ments of US interests, objectives, and key issues. This process has now been completed, Ambassador Martin has left Washington, and several'key members of the group are taking leave for the holiday period. After the holiday lull, the group is expected to use the period up until the ambassador's 22 January return for preparing a first draft of the main section of the study itself for his review. 2. No new commitments have been asked of me or of the Agency lately. The group has accepted my offer to attend and report on meetings at Agency. headquarters next month for oral contributions to forthcoming National Intelligence Estimates on Brazil and on Revolutionary Potential in Latin America. 3. Miscellaneous bits of information to report are: that Ambassador Coerr will be leaving the group soon for an as yet undisclosed assignment and will be replaced by Mr. David Bronheim, former Deputy Coordinator for the Alliance for Progress; that the ,SS SG'a nett? qj.p_ t ~.-az~._,,e ght- or nine- month worldwide mila taryr bases study, formally begins on ._.A .,.r. 15.M Januar u,,ar ?four star Genera Robert Good, USA (ret.) ; and t-ia several members ofkthe group will be visiting Rand Corporation headquarters in California early next month to ascertain if their are additional Rand resources that can be useful in either the Latin America study or the bases study.
