The ffice has been in intermittent contact with Mr . These contacts have been at his re- quest because we have never considered him a source worth developing. Much of what he has told us has been a distorted version of what is already well known; most of the rest has consisted of his fears of Communist inroads in Latin America, but the foreign positive intelli- gence content of these comments has been nil. It is our understand- ing that resentatives of WU Division, DD/P have been in contact with Mr. I I over approximately the same period of time and that their estimate parallels ours. 2. On 22 September 1959 Mr told our 26X1 Office that he would not give CIA any more information because the information he had passed to the Agency on various Latin America countries and personalities had leaked back to the countries of origin. He claimed that he had been informed of these leaks by mem- bers of the Secret Service of these countries with whom he kept in contacts same day Mr. called from Now Y rk . nur 2 5X1 Office and asked to ape 25X1 whom he claimed to know personally.
