As noted-for Section I, the arbitrary division of ships into first and second. line categories has been dropped.. For surface ships a reserve category has been added that is used when there is firm evidence that a ship has under- gone some form of preservation, remained inactive/unmanned for an extensive period of time, or has been berthed. in an "inactive" harbor, port or backwater area. 2. Although still differing with the estimates presented in NIPP-67, NSA prefers not to show a reservation because of the classification under which these tables are published. The overall reduction in diesel powered attack submarines in the later years of this table reflects an attrition resulting from transfers and retirements. It has been cocooned; fitted with dehumidification gear, or undergone other terms of preservation. b. It has been inactive/unmanned for an extensive period of time, or has been berthed in an "inactive" harbor, port or backwater area. A ship in reserve does not include one that is in for overhaul or modernization. We believe SSC-lb cruise missiles are now being deployed with the coastal defense forces and will replace the SSC-2b (SAMLET) system by 1971. These missiles are believed to be deployed near major ports and potential landing beaches in all fleet areas. 4 missiles per launcher, 2 launchers perbattalion. However, it is estimated that the Soviet merchant fleet in mid-1967 will include about 250 ships with heavy lift capabilities ranging from 50 to 60 tons. While it is expected that the number of ships with heavy lift capabilities will increase to a considerable extent by mid-1976, it is not possible at this time to estimate the number of units in this category beyond 1967.
