The UAR has since 1951 been interested in achieving a native developed missile delivery capability. Since 1959 the UAR has apparently been working on a surface-to-surface missile project utilizing primarily West German missile specialists. The attempted launching on 22 July could have been the first launch of the first prototype of this missile. It is believed that the UAR could not acquire an operational capability with this missile before 1968. While the UAR may obtain complete rocket or missile delivery systems from the USSR, there is no evidence to substantiate this possibility.
