Insert - 3rd page - continue from last sentence on page - new paragraph. Selected "Nth" Countries either are being or may be supplied with complete missile or rocket delivery systems through foreign aid agreements or purchases. These delivery systems will most probably be short range types only, equipped with H.E. warheads. In the event that it was desirable or necessary to provide nuclear warheads for these delivery systems, the control and utilization of these devices would be entirely by the sponsoring country. U.S. German troops have completed training and launch sites have been constructed. West Germany now (1961) has a delivery capability using the Redstone missile. 3.
