The 6th l~keting of the Subcommittee for Guidance to Collectors was held on 22 November 1957. 2. The minutes of the preceding four meetings- were reviewed and approved with minox changes to those regarding the meeting of $ November 1957. 3. The summary of collection guidance relating to sub-launched missiles drafted by the Navy member was reviewed. It was agreed that: a. Final agency contributions to the paper would be forwarded to Mr. Martin prior to the next meeting. b. The list of all. agencies guidance to collectors regarding sub-launched. missiles would be forwarded to GMIG Approved For Relei3 3/1~8/.~1.~CIA~Ft9R00961A000300050016-3 with the recommendation that it be circulated to all agencies with GM1C=s recommendation that each agency make its guidance material available to the other upon demand. 4. .A. proposal that the SGC undertake to draft a combined guide for collectors regarding sub-launched missiles was discussed; however, was not approved for the fallowing reasons: a, Each agency collects intelligence to support its own: estimates production program which in turn is keyed to the over-all mission of that agency. Accordingly, guidance to its correctors must be tailored by the individual agency accoxding to its needs. b. A combined type intelligence guide would not serve a useful purpose in view of the wide implementation given the sub-launched missile collection problem in the agency guidance now extant, 5, ~ further proposal was made by the C`I.~ member that SGC should prepare a statement of the potential of each collection source to collect guided missile sub launched missile data based on praven performance. After some discussion it was agreed that the ~Ii4 membex could draft an outline of the proposal he had in .mind for Committee consideration at the next meeting, 6,. The Chairman announced that a special meeting. would be called to consider the requirements list prepared by CT~l. ?or GMTC approval,, ~~~.s soon as this list is reviewed by the SGL members, ~ 7. It was agreed that the next regular meeting will be moved up one working day to 2 December 1957. Y QND S ..
