For Release-2000/ RDP80R 443 200310002-5 Terms of Reference Watch Committee of the IAC (DCID 1/2) The significant progress which the Soviets are making in the development of a modern offensive weapon system, including nuclear weapons and high performance long- range aircraft, points to the growing Soviet capabilities seriously to damage or possibly to cripple the United States and its allies. In this context, the IAC on 6 October 1953 appointed an Ad Hoc Committee to examine the procedures and problems of the Watch Committee of the IAC. On the basis of the report which the Ad Hoc Committee submitted, I have modified the Terms of Reference of the Watch Committee which were promulgated in December of 1950 and, with the concurrence of the IAC, have issued as a DCID a new charter for that organization. Emphasis on priority of the mission within intelligence community. 2. Establishment of a permanent National Indications Center, headed by CIA representa- tive and manned by personnel of the IAC agencies. 3. Higher level of substantive representation on Committee. 4.
