Mr. Chairman and Gentlemen of the Committee:
The Department, in accordance with determinations within the
Executive Branch of the Government, is requesting a transfer to the
Department's Salaries and Expenses Appropriation for the item labeled
"Basic Research and Analysis". As part of the explanation for this
raquest, I x111 levieer briefly the background of this program within
the Department,
Just prior to United States entrance into World War II, various
intelligence agencies of the Defense Departments xere engaged, indi-
vidually &md an a mesh basis, in producing basic intelligence studies
on foreign areas, ~"Yaese proved to be fragmentary, duplicatory, and
often contx~:sictory. Darker, the British had gone into production
of coordinstes~ bask intelligence studies known as ISIS (Inter-Service
'IntelLi.ge~e~ gtudies ), In our early war planning for Borth Africa
the I$~S studies were used. It became apparent that United States
studies of this nature xould be rec~zired for Facific operations. In
19+3, the President directed that an inter-agency prograztx be undertaken.
The JA&IS (Joint Army-P~avy Intelligence Studies) series were produced
rapidly and expensively under wartime pressure.

sociological chapters of NIS is allocated to the Department of State
for all areas of the World.
Originally, each agency participating in the program j-as ordered
by the lYational Securi~cy Council, througY?.the Joint Chiefs of Staff -
Joint Intelligence Group, to produce id:~S at a prescribed. niunber of
complete studies per year. All budget~.~?.g and scheduling of NIS in
State since 1950 r..as ~bee~~~. at the est?~blished rate of NTS per annum,
and all Annual Re~aox?ts m.e~sure r~ccom?~lishment against such ran established

involves an extensive and expensive effort, all members of
