SUBJECT : Five-Year Planning
1. Attached are the instructions from Chief, PPBS for submitting
contributions to NPIC's five-year plan, FY 72-76.
2. By its nature, five year planning and programming focusses on
numerical expressions of what we believe we shall and. might be doing
during the period. This in turn causes us to think mostly in terms of
the quantities of our efforts. I ask that each of you and your component
chieff give some special thought to how we might improve the q ali of
our production and services, and translate the best of these ideas into
program proposals.
3. I am not yet in a position to go beyond this request in giving
you the kind of guidance which you should be receiving from me. Nor is
there time for that at this late stage in this year's planning process.
Next year we shall begin our approach to defining and quantifying our
goals and our program at an earlier date -- about 1 September.
