SUBJECT Two Action Plan Task Group Papers
1. Reference is your request that you be provided short
papers resulting from our Action Plan Task Group activities as
they are completed. Attached are two such papers.
2. At Tab A is the response-to "Sensitive Issues and
Allegations" topic No. 7, "'Improper' Relationships with Cooperat-
ing U.S. Companies and Individuals."
a. The paper, titled "Cooperating U.S. Companies in
Covert 0 erations," was prepared by and 25X1A
25X1A It responds to concerns expressed by Senate
Select Committee Staffers during discussions with CIA
personnel.
b. Aseparate paper, suitable for submission as a
statement to the SSC is being prepared with inputs from
DDO, DDA and DDS&T.
3. At Tab B is the response to "Issues and Answers"
topic No. 15, "How can Better Cover Arrangements be Provided
for CIA Personnel Overseas?"
a. The paper is entitled, "Provision of Cover for
CIA Personnel." The draft reviewed b the Action Plan

the problem areas on which option papers already had been written
