SUBJECT: Reproduction of SSCI Report Entitled
"Covert Action in Angola: 1975-1976"
1. (U)' Action Requested: None; for your information
only.
2. (C) 'Background:
On 19 July 1978, Sen. Barry Goldwater, in a
letter to. the DCI, suggested that an effort be made to
determine whether copies of the subject report were
xeroxed and, if so, to identify the recipients of such
copies. Sen. Goldwater's concern was prompted by an
article in the New York Times written by Seymour Hersh
which purports to deal with---the Committee's report on
Angola.
Records maintained by the Executive Registry
indicate that Copy No. 1 of the SSCI report (TS-7800.59)
was received on 18 May 1978. It consisted of a letter
of transmittal addressed to the DCI which was signed by
Senators Birch Bayh and Barry Goldwater and had a forty
(40) page attachment. This single copy was forwarded to
the. OLC Registry on 18 May 1978 for action. OLC Registry
records indicate that the ultimate recipient was
OLC Liaison. On 22 May 1978, three (3)
e made of the report with distribution
as follows: Copy 1
Copy 3, n may 1976, a tour copy was
made and orwar e to the Public Affairs Office for
Mr. Hetu. OLC records also note that on 20 July 1978

a Series B reproduction was made from Copy 1, consisting only
of pages 21-2.8. These pages were forwarded to Mr. Anthony
Lapham to permit his review of certain legal questions raised
in this portion of the report. This is the only record of
reproduction available within the Agency.
The Office of Security has been advised that a
draft response to Sen. Goldwater has been prepared by OLC
for Admiral Turner's signature. That response addresses
the matter of Agency reproduction of the SSCI report and
notes that most of the employees who had access to the
report did not see it until after Mr. Hersh had the story.
The response also notes that the copy sent to the President
was held by a senior staff member of the National Security
Council pending resolution of the differences between the
Committee and the Agency regarding the report. That copy
was not xeroxed or otherwise disseminated to Ambassador
Young or any others in the Administration..

We have shared the concern which you have voiced to our
Committee on several occasions about leaks and thus were dis-
appointed to see a story in the New York Times written by
Seymour Hersh, which purports todeal with the Committee's re-
port on Angola.
We have analyzed his story and find he has not made one cor-
rect statement about the content of the report, although some-
one did suggest the general idea of one point that was made.
Although the story does not appear to contain classified infor-
mation, we were disappointed to see such extensive quotations
attributed to members of our Committee and officials of the CIA.
I might point out, however, that we dealt with this issue for
over a year without a single breach of security, but we began
receiving questions about it from Mr. Hersh within hours from
the time it was disseminated to the Executive Branch.
I have heard disturbing reports that the White House allowed
fairly wide distribution, including a copy to Ambassador Young,
who,._ reportedly, discussed it with many people.
In this regard, you might, if you can, try to find out if it
was xeroxed and, if it was, who were the people who received it.
I still think the White House staff is a constant source of leaks
just as it has been through every administration I have lived
with during these twenty-five years.
