1. Col. White has the most recent information on approval of the
Competitive Promotion regulation.
2. Neither Mr. Dulles nor Gen. Cabell have as yet signed the all-
employee notice on "Assignments" recommended to them by the
Council.

4+. I recommend that the Council meet on 13 December to finish
selection of candidates for Army, Navy, and War Colleges, to
formally approve the language development regulation, and to
approve a field version of the Competitive Promotion regulation
which I hope will have been coordinated by that time. The
Council presumably will not meet again until the 3rd or 10th
of January.
5. On 8 November the Council approved your recommendation that I
prepare a schedule and program for the Council's activities.
I have identified about 10 matters in which the Council has
recently been interested. In view of efforts we have made along
these lines in the past which have caused a certain amount of
friction, I strongly recommend that I spend half and hour
with each Council member, at his convenience, and after that
draw up a program to be presented two weeks from today. I
believe such "pre-coordination" will help to gain acceptance
of whatever program these consultations reveal the Council
members wish to have.
6. There will be an Honor Awards ceremony in the DCI Conference
Room on Friday, 7 December at 11:15 A.M. Gen. Cabell will
present the awards.
, Office of Training, is referring a draft of the
regulation and notice to the Ad Hoc Committee on Language
Training tomorrow for their approval. (I will attempt to have
this coordinated and on the agenda of the Council by a week
from today for consideration by the Council at its next meeting
on 13 December.)
